Ground-breaking event marks work commencing on former Llanwern steelworks

Leading partnerships developer Lovell and its partner Pobl have officially marked construction work commencing on a brand-new £105 million development, on a phase of development at the former Llanwern steelworks in Newport.

Located off Queensway, the mixed-tenure development, called Locke Gardens, will provide 500 new homes in total. 285 properties will be available through open market sale through Lovell, and 80 affordable homes and 135 shared ownership properties will be managed by Pobl.

Locke Gardens is part of Glan Llyn – a residential-led development being delivered by St Modwen, which is master-developing the site. The £1 billion regeneration project is transforming the 600-acre brownfield site and creating a major new vibrant community for South Wales, with a total of 4,000 new homes being delivered alongside community infrastructure and green, open space.

Construction work on Locke Gardens is expected to complete in spring 2028. The first open market homes are now available for off-plan sale, and the development’s showhomes are due to open in autumn 2022.

Over the course of the Lovell project, 1,000 new jobs are set to be created, including apprenticeships and work placements for local people, giving them an entry into the construction industry.

James Duffett, regional managing director at Lovell, said: “We are delighted to have held a ground-breaking ceremony at our Locke Gardens development in Newport, with our long-standing partner, Pobl and our new partner, St Modwen.

“This site is a very exciting project for Lovell, and a huge part of our growth plans. At Lovell, we are committed to transforming brownfield land into vibrant and sustainable new communities, and are very proud to be delivering much-needed housing for the people of Newport. As a five-star developer which has signed the Placemaking Wales Charter, we are dedicated to building homes that are full of character, and that people can feel proud to live in.

“We are thrilled to be working Pobl, and look forward to seeing the development progress.”

Rhys Parry, Director of Development – East at Pobl Group, said: “It’s great to see work starting on this exciting and ambitious development at Glan Llyn. We’re proud to be collaborating with Lovell on this project to deliver high quality, affordable homes, the latest step in our on-going commitment to regeneration in Newport.

“We are grateful for the ongoing support of Newport City Council and Welsh Government, without whom developments such as this would not be possible. As signatories of the Placemaking Wales Charter, we are proud to be part of this exciting project which is helping to transform this large brownfield site and will provide much needed affordable housing for the local area.”

Elise Coalter, regional director at St. Modwen, said: “As master developer on this site, St. Modwen is pleased to see work beginning at Locke Gardens, an exciting milestone in the development of Glan Llyn. Alongside the housing and infrastructure already delivered, the creation of these new homes will continue to transform this former brownfield site into a new, sustainable community for South Wales.”
