A Llanelli man has been fined £75 for leaving a rubbish bag in the rear lane of Pottery Street.
He was issued with the fixed penalty notice for littering by council environmental enforcement officers.
Failure to pay could lead to court prosecution where the maximum fine is £2,500.
The council is getting alot of complaints about litter and rubbish bags being dumped in this lane and the rear of Wern Road.
Officers are working with the local neighbourhood policing teams as there are also complaints of people drinking and broken glass.
Executive Board Member for environmental and Public Protection Cllr Jim Jones said he hoped this would act as a warning to others.
“We are continually getting complaints about the state of the back lanes but as soon as we clean them up, it is not long before they are back in a state again.
“The only way people will learn is if we take action against them. Unfortunately there is a small minority of people who do not care. The only way we are going to clean up the back lanes for good is with the help of residents and by working with our partners such as the police.”
