Autumn Statement 2022: LGA briefing

The Local Government Association, which represents more than 350 councils across England and Wales, has published a briefing on all of the key announcements for councils and local services in the Autumn Statement.

The Autumn Statement included a number of fiscal measures and plans to stabilise public services and to address the current economic uncertainty facing the country.

The Chancellor announced additional grant funding for adult social care for next year and the year after. After listening to concerns of local government, adult social care charging reforms will be delayed by two years, with funding being retained in local authority budgets to meet current pressures.

The Chancellor also increased the referendum limit for increases in council tax to 3 per cent per year from April 2023. Councils with social care responsibilities will be able to increase the adult social care precept by up to 2 per cent per year.

The briefing also includes local government’s reaction to a range of measures, including the additional funding announced for the core schools’ budget in England in 2023/24 and 2024/25, an extension of the Household Support Fund, increase to the National Living Wage (NLW) and further detail on the Energy Price Guarantee.
