Farmer guilty of moving TB restricted cattle
A farmer’s wife has admitted five offences of moving cattle under a tuberculosis (TB) restriction.
Llanelli Magistrates’ Court sentenced Julie Thomas, of Penygraig, Abergwili, Carmarthen, to a 24-month conditional discharge. She also has to pay costs of £704 and a victim surcharge of £20.
Thomas was said to deal with all the paperwork associated with the farming business she ran with her husband.
This included reporting the movement, death of animals and all communication with regulators like Carmarthenshire County Council and the Animal Plant and Health Agency (ABHA)
Thomas’s farm had been under TB restriction since March 2012 because of an overdue TB test which prohibits all movement of an off the farm unless a licence is obtained from APHA and which requires a clearance inspection.
The court was informed the defendant had moved cattle without a licence in 2014 without a licence and had received a warning letter. Between May and August 2016 Thomas had moved 33 animals on to her property on five separate occasions without having obtained a licence.

Yn Llys Ynadon Llanelli, cafodd Julie Thomas, o Benygraig, Abergwili, Caerfyrddin, ei rhyddhau’n amodol am 24 mis. Yn ogystal bydd rhaid iddi dalu costau o £704, a gordal dioddefwr o £20.
Dywedwyd bod Thomas yn delio â’r holl waith papur sy’n gysylltiedig â’r busnes ffermio yr oedd hi’n ei redeg gyda’i gŵr.
Roedd hyn yn cynnwys rhoi gwybod am symud anifeiliaid, marwolaeth anifeiliaid a’r holl gyfathrebu â rheoleiddwyr megis Cyngor Sir Caerfyrddin a’r Asiantaeth Iechyd Anifeiliaid a Phlanhigion.
Roedd fferm Thomas wedi bod â chyfyngiadau mewn perthynas â TB ers mis Mawrth 2012 oherwydd prawf TB hwyr. Mae hyn yn golygu na chaniateir symud anifail i’r fferm ac o’r fferm oni bai bod trwydded wedi’i rhoi gan yr Asiantaeth Iechyd Anifeiliaid a Phlanhigion, sy’n gofyn am arolygiad clirio.
Clywodd y llys fod y diffynnydd wedi symud gwartheg heb drwydded yn 2014 a’i bod wedi derbyn llythyr rhybudd. Rhwng mis Mai a mis Awst 2016, roedd Thomas wedi symud 33 o anifeiliaid i’w heiddo ar bum achlysur gwahanol heb drwydded.
