Council to consult on changes to Third Sector Grants Scheme
Councillors have given approval to consult on changes to the criteria for the funding that the Council gives to the voluntary and community sectors in Neath Port Talbot.
The criteria is set out within Neath Port Talbot Councilâs Third Sector Grants Scheme, which was jointly produced by the Council and third sector representatives, and includes the funding arrangements for organisations identified as Strategic Partners.
The changes have been proposed so that the scheme supports the Councilâs recently updated Corporate Plan, which sets three well-being objectives, priorities for improvement and describes the programme of work that will be put in place to deliver on those commitments.
Cllr Anthony Taylor, Cabinet Member for Transformation and Deputy Leader of Neath Port Talbot Council said:
âChanges have been proposed to ensure that the Councilâs Third Sector Grants Scheme is operating in line with our Corporate Plan 2018-2022 âShaping NPTâ. The effects of both continuing austerity and an aging population have meant that changing the way in which we work with residents and communities is a significant element of this planâ.

âWorking alongside partners we need to enable more people to look after their own well-being for longer and to target early intervention and prevention services towards those who need additional support. Encouraging the development of services by the Third Sector will be key to making this approach workâ.

âAdditionally we are also aiming to extend our Digital Strategy, including work to promote digital inclusion, and also to increase income, particularly from services that the Council provides on a discretionary rather than statutory basis.â
The consultation will also seek to review work undertaken between the Council and a number of key strategic third sector organisations to ensure this supports the new objectives and priorities detailed in the updated Corporate Plan.
A 12-week period of consultation will commence on Wednesday 23rd May and end on Wednesday 15th August 2018.

Y Cyngor yn ymgynghori ar newidiadau i Gynllun Grantiau’r Trydydd Sector
Mae cynghorwyr wedi cymeradwyo ymgynghoriad ar newidiadau i’r meini prawf ar gyfer yr arian y mae’r cyngor yn ei roi i’r sectorau gwirfoddol a chymunedol yng Nghastell-nedd Port Talbot.
Nodir y meini prawf yng Nghynllun Grantiau Trydydd Sector Cyngor Castell-nedd Port Talbot, a luniwyd ar y cyd gan y cyngor a chynrychiolwyr y trydydd sector, ac mae’n cynnwys y trefniadau ariannu ar gyfer sefydliadau y nodwyd eu bod yn bartneriaid strategol.
Cynigiwyd y newidiadau fel bod y cynllun yn cefnogi Cynllun Corfforaethol y cyngor sydd newydd ei ddiweddaru sy’n gosod tri amcan lles a blaenoriaethau ar gyfer gwella ac sy’n disgrifio’r rhaglen waith a gaiff ei rhoi ar waith i gyflawni’r ymrwymiadau hynny.
Meddai’r Cynghorydd Anthony Taylor, Aelod y Cabinet dros Drawsnewid a Dirprwy Arweinydd Cyngor Castell-nedd Port Talbot,
“Mae newidiadau wedi’u cynnig i sicrhau bod Cynllun Grantiau Trydydd Sector y Cyngor yn gweithredu’n unol â’r Cynllun Corfforaethol ar gyfer 2018-2022, sef Llunio CNPT.Mae effeithiau caledi parhaol a phoblogaeth sy’n heneiddio wedi golygu bod newid y ffordd rydym yn gweithio gyda phreswylwyr a chymunedau’n elfen sylweddol o’r cynllun hwn”.

“Wrth weithio gyda phartneriaid mae angen i ni alluogi mwy o bobl i ofalu am eu lles eu hunain am hwy a thargedu gwasanaethau ymyrryd ac atal cynnar i’r rhai y mae angen cefnogaeth ychwanegol arnynt.Bydd annog y Trydydd Sector i ddatblygu gwasanaethau’n allweddol i sicrhau bod yr ymagwedd hon yn gweithio.”

“Yn ogystal, rydym hefyd yn ceisio ehangu’n Strategaeth Digidol, gan gynnwys gwaith i hybu cynhwysiad digidol, a hefyd, gynyddu incwm, yn enwedig o wasanaethau y mae’r cyngor yn eu darparu ar sail ddisgresiynol yn hytrach na statudol.”
Bydd yr ymgynghoriad hefyd yn ceisio adolygu gwaith a wnaed rhwng y cyngor a nifer o sefydliadau strategol allweddol y trydydd sector i sicrhau bod hyn yn cefnogi’r amcanion a’r blaenoriaethau newydd a fanylir yn y Cynllun Corfforaethol diweddaredig.
Bydd cyfnod ymgynghori o 12 wythnos yn cychwyn ddydd Mercher 23 Mai ac yn dod i ben ddydd Mercher 15 Awst 2018.
