Funding secured to support rough sleepers
The Safer Neath Port Talbot Partnership secured funding from the Welsh Government this year to extend the Homelessness Outreach Scheme delivered by Caer Las, a local provider of services to people who are experiencing profound social exclusion.
The successful outcome followed a bid made on behalf of the Partnership by the council’s Housing Options Service to the Welsh Government’s 2018/19 Homelessness Prevention Grant.
The additional funding has enabled the Partnership to maintain a level of support to rough sleepers throughout the summer and autumn months that is usually only available during the winter. Last summer saw an increase in the number of rough sleepers due to the Outreach Scheme being unavailable at that time.
Councillor Des Davies, the Council’s Cabinet Member for Community Safety and Public Protection said:
“This is very welcome news, both for our Neath Together Campaign and for the whole of Neath Port Talbot. Whilst the Neath Together drive is making progress in providing homeless people with access to services they need, there are still a number of people rough sleeping inthe county borough who need support.”
“The continuation of this service will make an enormous difference to some of the area’s most vulnerable residents.”
Councillor Peter Richards, Cabinet Member for Adult Social Services and Healthexplained:
“One of the objectives in Shaping NPT, our corporate plan,is to improve the well-being of all adults who live in the county borough. It is well documented that living without a home has serious impacts on health and well-being, so initiatives such as the outreach scheme are vitally important.
“The scheme has run for the past two years, but funding was initially only available for the winter period and the service ended on 31st March in both 2017 and 2018. The additional funding has made it possible for us to resume this crucial service and keep it going for the remainder of the financial year.”
Outreach staff are part of the multi-agency approach to reduce rough sleepers in the area. In delivering the Outreach Scheme, Caer Las works closely with the Council’s Housing Options Service and other agencies to provide support and advice to anyone rough sleeping in Neath Port Talbot. It signposts people to relevant agencies to assist them in accessing accommodation and any other appropriate support.
The Outreach service offers specific and bespoke support from knowledgeable and non-judgemental staff, which can help to address both the symptoms and causes of homelessness and can help people gain a better understanding of their rights and the options available to them.

Mae Partneriaeth Castell-nedd Port Talbot Mwy Diogel wedi cadarnhau cyllid gan Lywodraeth Cymru eleni er mwyn ymestyn y Cynllun Allgymorth Digartrefedd a ddarperir gan Caer Las, darparwr lleol o wasanaethau i bobl sy’n profi eithrio cymdeithasol dwys.
Cafwyd y canlyniad llwyddiannus yn dilyn cyflwyno cais ar ran y Bartneriaeth gan Wasanaeth Opsiynau Tai’r cyngor ar gyfer Grant Atal Digartrefedd 2018/19 Llywodraeth Cymru.
Mae’r arian ychwanegol wedi helpu’r Bartneriaeth i gynnal lefel o gymorth i bobl sy’n cysgu ar y stryd trwy gydol misoedd yr haf a’r hydref sydd fel arfer ar gael yn ystod y gaeaf yn unig. Yr haf diwethaf, cafwyd cynnydd yn nifer y bobl sy’n cysgu ar y stryd oherwydd nad oedd y Cynllun Allgymorth ar gael bryd hynny.
Meddai’r Cynghorydd Des Davies, Aelod y Cabinet dros Ddiogelwch Cymunedol a Diogelu’r Cyhoedd,
“Mae hyn yn newyddion arbennig ar gyfer Ymgyrch Castell-nedd ar y Cyd a Chastell-nedd Port Talbot yn gyffredinol.Er bod ymgyrch Castell-nedd ar y Cyd yn dwyn ffrwyth wrth roi mynediad at y gwasanaethau y mae eu hangen ar bobl ddigartref, mae nifer o bobl yn cysgu ar y stryd yn y fwrdeistref sirol ac mae angen cefnogaeth arnynt”
“Bydd parhad y gwasanaeth hwn yn gwneud gwahaniaeth enfawr i rai o breswylwyr mwyaf diamddiffyn yr ardal.”
Meddai’r Cynghorydd Peter Richards, Aelod y Cabinet dros Wasanaethau Cymdeithasol i Oedolion ac Iechyd,
“Un o nodau Llunio CNPT, yn ein cynllun corfforaethol, yw gwella lles pob oedolyn sy’n byw yn y fwrdeistref sirol.Mae wedi’i nodi’n helaeth bod byw heb gartref yn cael effaith ddifrifol ar iechyd a lles, felly mae mentrau fel y cynlluniau allgymorth yn hollbwysig.
“Cynhaliwyd y cynllun am y ddwy flynedd diwethaf, ond cafwyd cyllid ar gyfer y gaeaf yn unig i ddechrau a daeth y gwasanaeth i ben ar 31 Mawrth yn 2017 a 2018.Mae’r arian ychwanegol wedi sicrhau ei fod yn bosib i ni barhau â’r gwasanaeth hanfodol hwn am weddill y flwyddyn ariannol hon.”
Mae staff allgymorth yn rhan o’r ymagwedd amlasiantaeth at leihau pobl sy’n cysgu ar y stryd yn yr ardal. Wrth ddarparu’r Cynllun Allgymorth, mae Caer Las yn gweithio’n agos gyda Gwasanaeth Opsiynau Tai’r cyngor ac asiantaethau eraill er mwyn rhoi cymorth a chyngor i unrhyw un sy’n cysgu ar y stryd yng Nghastell-nedd Port Talbot. Mae’n cyfeirio pobl i asiantaethau perthnasol er mwyn eu helpu i gael mynediad at lety ac unrhyw gefnogaeth addas arall.
