A LLANELLI dog owner has been fined for a dog fouling offence, even though he wasn’t with the dog at the time.
The incident happened in Penyfan, Llanelli on May 19 when council environmental enforcement officers were carrying out patrols in the area at the time.
At 5pm Environmental Enforcement Officers observed a golden retriever with no collar on a grassed area. The dog was seen defecating but there was no one with the dog, which appeared to be roaming the streets.
Officers followed the dog back to its home where officers were able to locate the dog’s owner and issued him with a fixed penalty notice for £75.
If the fine is not paid he could be prosecuted in court where the maximum fine is £1,000.
Council Executive Board member for Environmental and Public Protection Cllr Jim Jones said: “Dog mess left anywhere can be a serious health risk.
“Anyone who is in charge of a dog must clean up after it. It is not an excuse if they fail to see their dog defecate or fail to secure their dog to ensure it does not roam.”
Enforcement officers carry out patrols across the county but they cannot be everywhere at once and this is where the public can help by reporting incidents as part of the ‘Dog Watch’ scheme.
