Health Board signs Charter to ensure rights of people with learning disabilities

Board members of Hywel Dda University Health Board have pledged to do what they can to ensure people with learning disabilities have the same rights and choices as everyone else.

All Executives and Independent Members have signed My Charter – a charter written by people with learning disabilities in west Wales, called the Dream Team, setting out what they expect and want in life.

By signing, people express their agreement and also pledge to do what they can to make the charter a reality in work, with family and friends and in their communities.

Speaking at a public health board meeting, James Dash, from Narberth, and Chair of the Dream Team, explained: “We are really pleased the health board is signing up to our charter, which represents the wider learning disability population. We want the same things as everyone else. We want more chances in life, more choice and to be listened to and treated as adults. Our next step will be to audit the changes taking effect.”

The Charter has been formally launched today (August 13) by Deputy Minister for Health and Social Care AM Julie Morgan at Pembrokeshire Show.

It is funded by the Welsh Government’s Integrated Care Fund which enables health and social care services to work together to support a range of people including those living with a learning disability. Delivered by the Dream Team working in collaboration with Carmarthenshire and Pembrokeshire People First, it also supports achievement of the goals set out in A Healthier Wales – the Welsh Government’s plan for health and social care.

Locally, it is supported by the Regional Partnership Board West Wales Care Partnership, as well as county councils in Carmarthenshire, Ceredigion and Pembrokeshire, the health board and Pembrokeshire College.

The Dream Team has been shortlisted for the NHS Awards 2019 in recognition of empowering people.

Deputy Chief Executive and Director of Operations at Hywel Dda University Health Board Joe Teape said: “It’s a privilege to work with the Dream Team and I think they have done an amazing job of expressing really clearly what they want and should expect from life. We’ve signed the Charter today and we will now individually and collectively try to make good on this pledge and deliver these expectations for the LD community.”

Y Bwrdd Iechyd yn llofnodi Siarter i sicrhau hawliau pobl ag anableddau dysgu

Mae aelodau bwrdd Bwrdd Iechyd Prifysgol Hywel Dda wedi addo gwneud yr hyn a allant i sicrhau bod gan bobl ag anableddau dysgu yr un hawliau a dewisiadau â phawb arall.

Mae’r holl Swyddogion Gweithredol ac Aelodau Annibynnol wedi llofnodi Fy Siarter – siarter a ysgrifennwyd gan bobl ag anableddau dysgu yng ngorllewin Cymru, o’r enw’r Tîm Perffaith, sy’n nodi’r hyn y maent yn ei ddisgwyl ac am ei gael mewn bywyd.

Trwy lofnodi, mae pobl yn mynegi eu cytundeb a hefyd yn addo gwneud yr hyn a allant i wneud y siarter yn realiti yn y gwaith, gyda theulu a ffrindiau, ac yn eu cymunedau.

Wrth siarad yng nghyfarfod y bwrdd iechyd cyhoeddus, eglurodd James Dash, o Arberth, a Chadeirydd y Tîm Perffaith: “Rydym yn falch iawn bod y bwrdd iechyd yn ymrwymo i’n siarter, sy’n cynrychioli’r boblogaeth anableddau dysgu ehangach. Rydym am gael yr un pethau â phawb arall. Rydyn am gael mwy o gyfleoedd mewn bywyd, mwy o ddewis, yn ogystal â chael pobl yn gwrando arnom ac yn ein trin fel oedolion. Ein cam nesaf fydd archwilio’r newidiadau sy’n cael eu rhoi ar waith.”

Mae’r Siarter wedi’i lansio’n ffurfiol heddiw (Awst 13) yn Sioe Sir Benfro gan y Dirprwy Weinidog dros Iechyd a Gofal Cymdeithasol, yr AC Julie Morgan.

Fe’i hariennir gan Gronfa Gofal Integredig Llywodraeth Cymru sy’n galluogi gwasanaethau iechyd a gofal cymdeithasol i weithio gyda’i gilydd i gefnogi amrywiaeth o bobl, gan gynnwys y rhai sy’n byw gydag anabledd dysgu. Wedi’i ddarparu gan y Tîm Perffaith sy’n gweithio ar y cyd â Phobl yn Gyntaf Sir Gaerfyrddin a Sir Benfro, mae hefyd yn cefnogi’r gwaith o gyflawni’r nodau yn y ddogfen Cymru Iachach – cynllun Llywodraeth Cymru ar gyfer iechyd a gofal cymdeithasol.

Yn lleol, fe’i cefnogir gan y Bwrdd Partneriaeth Rhanbarthol, Partneriaeth Gofal Gorllewin Cymru, yn ogystal â chynghorau sir yn Sir Gaerfyrddin, Ceredigion a Sir Benfro, y bwrdd iechyd a Choleg Sir Benfro.

Mae’r Tîm Perffaith wedi cyrraedd rhestr fer Gwobrau’r GIG 2019 yn gydnabyddiaeth o rymuso pobl.

Dywedodd Joe Teape, Dirprwy Brif Weithredwr a Chyfarwyddwr Gweithrediadau Bwrdd Iechyd Prifysgol Hywel Dda: “Mae’n fraint cael gweithio gydag aelodau’r Tîm Perffaith, a chredaf eu bod wedi gwneud gwaith anhygoel o fynegi’n glir iawn yr hyn y maent ei eisiau ac y dylent ei ddisgwyl o fywyd.
