Four caravans – one of which was used to house cats – are to be removed from land near Tirbach, Llanycefn, following a decision by the Welsh Government Planning Inspectorate.
Earlier this year, Pembrokeshire County Council issued an enforcement notice requiring the caravans to be permanently removed as their siting and storage breached planning control regulations.
Two caravans (one static and one touring) were on land which had not been granted change of use under planning regulations, and the other two caravans (both touring) were sited in an agricultural building which also had not been authorised for a change of use.
An appeal against Pembrokeshire County Council’s enforcement notice was lodged by Mrs Caroline Davies.
Dismissing Mrs Davies’ appeal on 9th October, Planning Inspector A.L. McCooey said: “The appellant contends that the use of the land and building is either permitted development associated with repairs to the building or does not require planning permission because the touring caravans are being used for storage associated with agricultural use.
“I agree with the Council that there appears to be no agricultural business operating from that site and the use of land for four caravans cannot be justified on that basis.”
The Inspector added: “The caravans on the site are harmful to the character and appearance of this attractive countryside.
“There are clear views of them from the lane, which serves the nearby farm and campsite.
“Whilst the appellant refers to possible quail egg production from the building, there is no agricultural business operating on the site at the moment.
“No substantive information about such future proposals or why the caravans are needed has been provided. There is no indication of any works to the building or why a static caravan for rests, refreshments and toilet facilities would be needed for the renovation of a small building.”
The period for compliance with the requirements is one month from the date in which the notice takes effect.
