Householder fined after rubbish found fly-tipped

A LLANELLI resident has been ordered to pay more than £450 after his rubbish was found fly-tipped.

Now other householders in Carmarthenshire are being warned to make sure that anyone they use to take away their rubbish is authorised to do so.

Neil Bell, aged 45, of Swansea Road, pleaded guilty to an offence contrary to Section 34(6) of the Environmental Protection Act 1990 at Carmarthen Magistrates Court.

The court heard that council environmental enforcement officers received a report of rubbish dumped in Mynydd Sylen in Pontyberem. They found approximately 25 bags containing general household rubbish and various other items including a television and a rug.

Enquiries revealed that the rubbish belonged to the occupants of a property in Swansea Road, Llanelli.

Bell told officers that he had used a person referred to as ‘Stacey’ to take away his waste and he had an arrangement to fill an open tipper truck left alongside his house. He had not checked that this person was a licensed waste carrier.

Bell was fined £140 by magistrates and ordered to pay £300 prosecution costs and a £15 victim surcharge.

The council is now reminding householders of their duty of care when it comes to the removal of any household waste.

Residents are responsible for making sure that anyone taking or handling their waste are licensed with the Environment Agency. They should also keep all documentation, known as waste transfer notes.

Executive Board Member for Environmental and Public Protection Cllr Jim Jones said: “If residents have any excess rubbish to dispose of they must make sure that any

individual or company they use are properly authorised to carry their waste, if they don’t and their rubbish is found fly-tipped they could be prosecuted and fined.”

The council provides a bulky waste collection for a small charge and there are five Household Waste Recycling Centres in the county for householders to dispose of their rubbish.
