Woman prosecuted for throwing litter

A KIDWELLY woman has been prosecuted in court for throwing litter.

Laura Adele Howells, aged 24, of Craylands Park, pleaded guilty to an offence contrary to Section 87 of the Environmental Protection Act 1990 at Carmarthen Magistrates Court.

The prosecution was brought by Carmarthenshire County Council.

The court heard that council environmental enforcement officers were on patrol in Parc Trostre on July 22nd last year when they saw a woman throw litter out of the window of her car which was parked outside the B&Q .

The officers approached the woman and explained what they had seen and that it was an offence.

She was issued with a fixed penalty notice but failed to pay it and was prosecuted in court as a result.

Howells was fined £75 by magistrates and ordered to pay £316.85 prosecution costs plus a £15 victim surcharge.

Executive Board Member for Environmental and Public Protection Cllr Jim Jones said he hoped this case would now act as a warning to others.

“Dropping litter is against the law, whether it is discarding rubbish from a vehicle, throwing cigarette ends or spitting out chewing gum,” he said.

“We do not want to fine people but we are determined to clean up Carmarthenshire and we will not hesitate to prosecute those that break the law in this way.”

Environmental enforcement officers carry out regular patrols across the county.
