Man fined for fly-posting

A LLANELLI man has been fined for fly-posting on a road sign.

 

Stephen John Griffiths, aged 24, of Sandpiper Road, Llanelli, was convicted in absence to an offence contrary to Section 224 of the Town and Country Planning Act 1990.

 

The prosecution was brought by Carmarthenshire County Council.

He was fined £200 by Carmarthen magistrates and ordered to pay £255.26 prosecution costs and a £20 victim surcharge.

The court heard that Griffiths was issued with a fixed penalty notice of £75 for fly-posting on a road sign at Pemberton, Llanelli in September last year.

But he failed to pay it and was taken to court as a result.

Executive Board Member for Environmental and Public Protection Cllr Jim Jones said he hoped the case would help to raise awareness that fly-posting is a criminal offence.

Cllr Jones said: “Fly-posting is displaying adverts and other promotional materials without permission, for example, on buildings, lampposts, railings and litter bins, mainly by business that want free advertising.

“Not only do they make an area look untidy but if not removed the posters slowly rot, becoming even more unsightly and causing litter. They also have the potential to distract motorists causing road traffic collisions.”

The council has a fly-posting policy in place. Exceptions will be made for some not-for-profit organisations, community groups and registered charities subject to certain terms and conditions.
