Dog fouling offence costs woman £500

A LLANELLI woman must pay more than £500 after being convicted of a dog fouling offence.

Joanne Lynne Pearce, aged 40, of Old Lodge, was fined £200 by Carmarthen magistrates and ordered to pay £310.25 prosecution costs plus a £20 victim surcharge.

The court heard that on July 30 last year council environmental enforcement officers were on routine patrol in Llanelli when they saw a woman with a dog on a lead at the corner of Lakefield Road and Heol Siloh.

The woman failed to clean up after the dog and walked off.

The officers identified themselves and explained what they had seen and that it was an offence. Pearce admitted that she had no bags on her to remove the dog mess.

She was issued with a fixed penalty notice for £75 but she failed to pay it.

Pearce was convicted in absence to an offence contrary to Section 3 of the Dog Fouling of Land Act 1996.

Executive Board Member for Environmental and Public Protection Cllr Jim Jones said: “Unfortunately there is a small minority of dog owners who are just too lazy to clean up after their pets.

“This kind of irresponsible behaviour will not be tolerated as dog mess left anywhere is not only extremely unpleasant but can be a serious health risk.”

Cllr Jones is appealing to the public to help catch irresponsible dog owners by reporting them to the council including the date, time and location of the offence as well as a description of the owner and the dog.
