Llanelli Woman Fined for Dog Fouling Offences

A Llanelli woman has been fined for not cleaning up after her dog and for putting dog food and blankets covered in dog mess in her blue recycling bags.

Claire Judith Davies, aged 35, formerly of Waterloo Street, pleaded guilty to three offences under Section 46 of the Environmental Protection Act 1990 and an offence contrary to Section 3 of the Dogs (Fouling of Land) Act 1996.

The prosecution was brought by the council and followed a number of complaints of dog fouling in Waterloo Street and blue and black bags being dumped in the rear lane where there is no collection.

Davies was seen failing to clean up after her dog by two members of the public on May 27 last year; this was after she had already been issued with a fixed penalty notice for an earlier offence, which she had not paid.

In June and July last year, blue bags were repeatedly found in the rear lane containing dog food and blankets covered in dog mess.

Davies was fined a total of £200 (£50 for each of the offences) by magistrates and also ordered to pay £150 towards prosecution costs and a victim surcharge of £20.

Speaking after the case, Executive Board Member for Environmental and Public Protection Cllr Jim Jones said: “We

are committed to cleaning up Carmarthenshire and bags of rubbish that are left littering the streets for days on end will not be tolerated. People must put their bags out on the correct day, in the correct location and with the correct items in. This case was a blatant and repeated disregard for the council’s recycling scheme.

“We also take dog fouling very seriously as dog mess left anywhere is extremely unpleasant and can cause serious health implications.

“I hope this case will act as a warning to others.”
