MAN HAD TO PAY £1200 CLEAN-UP COSTS

A MAN who put up ‘good luck’ posters on road signs, litter bins and bus shelters throughout the county has been fined £75 and made to pay clean-up costs totalling £1,265.

The posters wishing a local couple good luck for their upcoming nuptials could be seen in Carmarthen, Abergwili, Whitemill, Cross Hands, Gorslas, Peniel, Rhydargaeau, Trevaughan, Bwlchnewydd, Cynwyl Elfed and Cloigyn.

More than 50 posters were also glued to the A40 bypass in Pensarn.

It cost the council a total of £1,265 in clean-up costs; with one lane of the A40 having to be closed for several hours to remove the posters.

An investigation was carried out by environmental enforcement officers to find the person responsible.

A 26-year-old male admitted putting up the posters and was issued with a fixed penalty notice of £75 for fly-posting. He also agreed to pay full clean-up costs.

Executive Board Member for Environmental and Public Protection Cllr Jim Jones said: “Hopefully this will remind people that it is an offence to affix illegal advertisements to any structure on the highway.

“Some people may think that we are being harsh; however, not only do these posters make an area look untidy but if they are not removed they start to deteriorate, becoming even more unsightly and causing litter. They also have the potential to distract motorists causing road traffic accidents.

“In addition, it costs a lot of money – taxpayers’ money – for us to remove these posters. Fortunately, on this occasion, we were able to find the person responsible and recoup those costs.”
