LLANELLI MAN FINED FOR FLY-TIPPING ASBESTOS SHEETS INTO RIVER

A Llanelli man has pleaded guilty to fly-tipping asbestos sheeting into the River Morlais.

Justin Craig Davies was fined £250 for the offence and ordered to pay £200 prosecution costs as well as a £15 victim surcharge by Carmarthen magistrates.

The court heard that the offence, which happened on Thursday, November 7 2013, was witnessed by council employees. They took down the registration number of the vehicle used and passed the information on to the environmental enforcement unit.

Checks revealed that the registered keeper was Justin Craig Davies, aged 26, formerly of Tanygraig Road, Llanelli.

It was explained to Davies that under the Environmental Protection Act 1990, he was responsible as the registered keeper unless he could provide the details of who was driving at the time.

During interview, he denied driving the vehicle to officers; however, a passenger in the vehicle later identified Davies as the driver.

Executive Board Member for Environmental and Public Protection Cllr Jim Jones said: “Fly-tipping is a criminal offence; it is a threat to wildlife and other animals and it pollutes the environment. The council takes this type of offence very seriously and anyone caught will be prosecuted.”

The council is part of Fly-tipping Action Wales and works with partners such as the police to tackle the problem of fly-tipping and catch those responsible.
