A Llanelli man has been given a 12 month conditional discharge by magistrates for a fly-tipping offence.
Stephen Ashford, aged 47, of Heol Gwalia, pleaded guilty to an offence contrary to Section 33 of the Environmental Protection Act 1990 at Carmarthen Magistrates Court.
The court heard that on September 15 last year the council’s environmental enforcement section received a complaint of building waste left in the rear lane of Tyr Fran Avenue.
They attended the area and found a large quantity of old roofing materials in the lane. They could see that one of the garages had recently had the roof replaced.
They spoke to the householder who told them the garage roof was leaking and her son-in-law had arranged for it to be replaced. He told the officers he had asked a family friend to find a reputable roofer to carry out the work.
The officers interviewed Stephen Ashford who admitted he had carried out the work and after completing the job he had been told to place the waste in the lane ready for collection. He told officers he was not happy doing it but was just doing as he was instructed.
Ashford was also ordered to pay £200 towards prosecution costs and a £15 victim surcharge.
Executive Board Member for Environmental and Public Protection Cllr Jim Jones said: “We are determined to clean up the back lanes which are continually being used as a dumping ground. This will not be tolerated and anyone caught will be prosecuted.”
