Consultation for new school building underway

 

CONSULTATION for a new multi-million pound school for Ysgol Dewi Sant starts next week.

From next Wednesday, September 13, until October 11, people will be asked for their views on a proposed £9.1million build in Llanerch.

The current Ysgol Dewi Sant site and school buildings do not meet Carmarthenshire’s standards in terms of the facilities they offer and the teaching and resource areas required. Neither do they meet the standards for environmental efficiency and sustainability.

The proposed high specification, modern building for the school would accommodate the increasing demand for Welsh medium education with 420 primary and 60 nursery places available.

It would be set over two floors with larger classrooms with integrated IT facilities, a multi-purpose hall and specialist provision for pupils with additional learning needs.

A number of community benefits will also be provided such as the off-site car park for school and community use.

Subject to planning being approved for the new Ysgol Dewi Sant, design work would begin on the redevelopment of Ysgol Penygaer which would inherit the existing Dewi Sant site, once they have occupied the new facility.

A formal planning application is expected to be submitted following the four-week consultation period. Feedback from the consultation will be captured in a pre-planning application consultation report which will form part of the process.

The major investment would be part of Carmarthenshire County Council’s Modernising Education Programme (MEP),jointly funded by the council and the Welsh Government, through its 21st Century Schools initiative.

The council’s executive board member for education and children’s services, Cllr Glynog Davies said: “The existing Ysgol Dewi Sant buildings do not meet the high standards we want for our children and teaching staff. The site layout is poor and staff and pupils have to regularly transfer between temporary buildings.

“This is not only disruptive for them but an inefficient use of time and resources.  Access to the existing school is also very limited.

“This new school building would not only provide facilities suitable for education in the 21st Century but would address the increasing demand for Welsh medium education in the area. Additional on site and off site car parking spaces would also address the current issues at Ysgol Penygaer.”

Hard copies and computer facilities to view the information will also be available in Llanelli Library during this time, where consultees are invited to provide comment.

 

 

Ymgynghori’n dechrau ar gyfer adeilad ysgol newydd

Mae’r broses ymgynghori ynglŷn â chael adeilad newydd gwerth miliynau o bunnoedd ar gyfer Ysgol Dewi Sant dechrau wythnos nesaf.

O ddydd Mercher 13 Medi tan 11 Hydref gofynnir i bobl am eu barn ynglŷn â chynlluniau arfaethedig gwerth £9.1miliwn i godi adeilad newydd yn Llanerch.

Nid yw safle ac adeiladau presennol Ysgol Dewi Sant yn cydymffurfio â safonau Sir Gaerfyrddin o ran y cyfleusterau y maent yn eu cynnig a’r ardaloedd addysgu ac adnoddau sydd eu hangen. Nid ydynt yn bodloni’r safonau ar gyfer effeithlonrwydd a chynaliadwyedd amgylcheddol ychwaith.

Byddai adeilad arfaethedig yr ysgol, a fyddai’n fodern ac o’r safon flaenaf, yn darparu ar gyfer y galw cynyddol am addysg cyfrwng Cymraeg, gyda 420 o leoedd addysg gynradd a 60 o leoedd meithrin ar gael.

Byddai’r ysgol wedi’i hadeiladu dros ddau lawr gydag ystafelloedd dosbarth mwy o faint â chyfleusterau TG integredig, neuadd amlbwrpas a darpariaeth arbenigol ar gyfer disgyblion ag anghenion dysgu ychwanegol.

Byddai’n darparu nifer o fuddiannau cymunedol hefyd megis y maes parcio oddi ar y safle at ddefnydd yr ysgol a’r gymuned.

Yn amodol ar gael caniatâd cynllunio ar gyfer yr Ysgol Dewi Sant newydd, byddai gwaith cynllunio yn dechrau ar ailddatblygu Ysgol Penygaer, a fyddai’n symud i safle presennol Ysgol Dewi Sant ar ôl i’r ysgol honno symud i’w chyfleuster newydd.

Disgwylir y bydd cais cynllunio ffurfiol yn cael ei gyflwyno yn dilyn y cyfnod ymgynghori o bedair wythnos. Bydd yr adborth o’r ymgynghoriad yn cael ei grynhoi mewn adroddiad ymgynghori cyn cyflwyno cais cynllunio, a fydd yn ffurfio rhan o’r broses.

Byddai’r buddsoddiad mawr hwn yn rhan o Raglen Moderneiddio Addysg Cyngor Sir Caerfyrddin, a gaiff ei hariannu ar y cyd gan y Cyngor a Llywodraeth Cymru, drwy ei menter Ysgolion yr 21ain Ganrif.

Dywedodd y Cynghorydd Glynog Davies, yr Aelod o Fwrdd Gweithredol y Cyngor dros Addysg a Gwasanaethau Plant: “Nid yw adeiladau presennol Ysgol Dewi Sant yn cyrraedd y safonau uchel yr ydym am eu cael ar gyfer ein plant a’n staff addysgu. Mae’r safle ar gynllun gwael ac mae’r staff a’r disgyblion yn gorfod symud yn rheolaidd rhwng adeiladau dros dro.

“Nid yn unig y mae hyn yn tarfu arnynt, mae hefyd yn ddefnydd aneffeithlon o amser ac adnoddau.  Mae’r mynediad i’r ysgol bresennol hefyd yn gyfyngedig iawn.

“Byddai’r adeilad newydd hwn ar gyfer yr ysgol nid yn unig yn darparu cyfleusterau addas ar gyfer addysg yn yr 21ain Ganrif, byddai hefyd mynd i’r afael â’r galw cynyddol am addysg cyfrwng Cymraeg yn yr ardal. Byddai’r mannau parcio ychwanegol ar ac oddi ar y safle hefyd yn mynd i’r afael â’r materion presennol yn Ysgol Penygaer.”
