Dumped personal letters lands woman in court

A Llanelli woman has admitted dumping a rubbish bag on a grass verge next to a children’s play area.
Shirley Ann Celyn Davies, of Caswell Street, was ordered to pay £260 in costs for littering when her case was heard at Llanelli Magistrates Court for earlier this week.
On February 27, Carmarthenshire County Council enforcement officers were patrolling Penyfan Quarry, also a popular spot used by dog walkers, when they saw a grassed area strewn with litter. Discovery of contents of the blue bag led them to the 21-year-old who was fined £80.
Davies, who pleaded guilty by post, had recently moved into the peoperty. She recalled putting ‘loads of letters’ in a bag and that she was simply adding to other bags already on the verge, although no evidence was found relating to any other properties.
She was issued with a FPN (Fixed Penalty Notice) and given a phone number to contact the council to confirm her waste collection arrangements. She was also told failure to pay the FPN would land her in court.
Despite being sent a reminder no payment was received. Magistrates also told her to pay £150 costs and £30 victim surcharge.
The council’s executive board member for public protection, Cllr Philip Hughes said: “We are determined to clean up our streets of Carmarthenshire and anyone caught dumping rubbish will be dealt with accordingly. There was no excuse for this incident, this kind of waste could have been placed outside her home for the usual rubbish collection.”
