City Deal leaders more determined than ever

LEADERS of the Swansea Bay City Deal are more determined than ever to see the £1.3billion investment transform the region’s economic growth.

The shadow joint committee met earlier today to discuss progress and drive forward plans for 11 major projects that deliver world-class facilities in the fields of energy, smart manufacturing, innovation and life science, digital infrastructure and workforce skills and talent.

The meeting included all Leaders and Chief Executives of the four local authorities – Carmarthenshire County Council, Swansea City Council, Neath Port Talbot County Borough Council and Pembrokeshire County Council – together with representatives from Abertawe Bro Morgannwg and Hywel Dda University Health Boards, Swansea University, and University of Wales Trinity St David’s.

The City Deal will boost the local economy by £1.8billion and generate almost 10,000 new jobs over the next 15 years.

Shadow joint committee leaders say significant progress is being made on the detailed business cases for each of the 11 projects, which will be submitted to the Welsh and UK governments over the coming months as part of the process.

Such is the confidence in the Deal that preparatory works on some have already started, with leaders saying they are determined to deliver as soon as possible.

Cllr Rob Stewart, lead Leader of the City Deal, said: “It was good to meet today to discuss the significant progress that continues to be made on the delivery of the City Deal. We have hit the ground running since the Deal was signed and there has been no let up over the summer despite council and general elections.  We’re aiming to have approval of our joint working arrangements by the end of the year to start drawing down money from the UK and Welsh governments, as expected early in 2018.

“In the meantime, detailed business cases for each project are progressing at pace with some almost ready to be submitted. We have every confidence in these following several rigorous challenge sessions with both the Welsh and UK Governments before the Deal was signed.”

He added: “We’ve had a great deal of interest from the private sector who can see the fantastic potential and strength the City Deal has for future business and economy across south Wales. We will continue to work with them to reinforce our ambitious plans as we move forward.

“We will be engaging with business across the region to ensure we maximise the opportunity for local businesses.”

Cyfarfu’r cyd-bwyllgor cysgodol yn gynharach heddiw i drafod y cynnydd a wnaed ac i yrru cynlluniau yn eu blaen ar gyfer 11 o brosiectau mawr a fydd yn darparu cyfleusterau o’r radd flaenaf ym meysydd ynni, gweithgynhyrchu clyfar, arloesi a gwyddor bywyd, seilwaith digidol a sgiliau a thalentau’r gweithlu.

Roedd y cyfarfod yn cynnwys holl Arweinwyr a Phrif Weithredwyr y pedwar awdurdod lleol, sef Cyngor Sir Caerfyrddin, Cyngor Dinas Abertawe, Cyngor Bwrdeistref Sirol Castell-nedd Port Talbot a Chyngor Sir Penfro, ynghyd â chynrychiolwyr o Fyrddau Iechyd Prifysgol Abertawe Bro Morgannwg a Hywel Dda, Prifysgol Abertawe a Phrifysgol Cymru y Drindod Dewi Sant.

Bydd y Fargen Ddinesig yn rhoi hwn o £1.8 biliwn i’r economi leol ac yn cynhyrchu bron i 10,000 o swyddi newydd dros y 15 mlynedd nesaf.

Dywed arweinwyr y cyd-bwyllgor cysgodol fod cynnydd arwyddocaol yn cael ei wneud ar yr achosion busnes manwl ar gyfer pob un o’r 11 prosiect, a fydd yn cael eu cyflwyno i lywodraethau Cymru a’r Deyrnas Unedig dros y misoedd sydd i ddod fel rhan o’r broses.

Cymaint yw’r hyder yn y Fargen fel bod gwaith paratoi eisoes wedi dechrau ar rai rhannau ohoni, a dywed yr arweinwyr eu bod yn benderfynol o’i chyflwyno cyn gynted â phosibl.

Dywedodd y Cynghorydd Rob Stewart, Arweinydd Arweiniol y Fargen Ddinesig: “Roedd yn dda cael cwrdd heddiw i drafod y cynnydd arwyddocaol sy’n parhau i gael ei wneud yn y gwaith o gyflwyno’r Fargen Ddinesig. Rydym wedi bod yn bwrw iddi ers i’r Fargen gael ei llofnodi ac nid oes saib wedi bod dros yr haf er gwaethaf etholiadau’r cynghorau a’r etholiad cyffredinol. Ein nod yw cael ein trefniadau cydweithio wedi’u cymeradwyo erbyn diwedd y flwyddyn er mwyn dechrau denu arian gan lywodraethau Cymru a’r Deyrnas Unedig, fel y disgwylir yn gynnar yn 2018.

“Yn y cyfamser, mae’r cynlluniau busnes manwl ar gyfer pob prosiect yn prysur fynd rhagddynt ac mae rhai ohonynt bron yn barod i’w cyflwyno. Mae gennym bob hyder yn y rhain yn dilyn sesiynau herio trwyadl a gynhaliwyd gyda Llywodraeth Cymru a Llywodraeth y Deyrnas Unedig cyn i’r Fargen gael ei llofnodi.”

Ychwanegodd: “Dangoswyd llawer iawn o ddiddordeb gan y sector preifat, ac maent yn gallu gweld y potensial anhygoel a’r cryfder sydd gan y Fargen Ddinesig ar gyfer busnesau’r dyfodol a’r economi ledled de Cymru. Byddwn yn parhau i weithio gyda nhw i atgyfnerthu ein cynlluniau uchelgeisiol wrth i ni symud ymlaen. Byddwn yn gweithio gyda busnesau ledled y rhanbarth i sicrhau ein bod yn gwneud y mwyaf o’r cyfleoedd i fusnesau lleol.”
