An NSPCC Wales spokesman said:
āThis report paints a disturbing picture of safeguarding failures at the council and it is extremely worrying to see that children could be put at risk.
āThe safety of young people across Powys is of the highest priority and it is important that improvements are made as soon as possible.
āSafeguarding of victims of child sexual exploitation must be a focus and if this cannot be guaranteed then further action should be considered.ā
