An NSPCC Wales spokesman said:
“This report paints a disturbing picture of safeguarding failures at the council and it is extremely worrying to see that children could be put at risk.
“The safety of young people across Powys is of the highest priority and it is important that improvements are made as soon as possible.
“Safeguarding of victims of child sexual exploitation must be a focus and if this cannot be guaranteed then further action should be considered.”
