Council releases draft Budget proposals for 2018/19
Details of Neath Port Talbot Council’s draft budget proposals for 2018/19and beyond have been released this week.
The proposals for potential savings and income generationspan all of the Council’s directorates and are part of a report which will be presented to Cabinet on Wednesday 8th November.
The headlines are a reduction of £10.2m for the 2018/19 financial year and a potential budget gap of up to£65m for the five years to 2023.
Leader of the Council, Cllr Rob Jones said:
“The cuts to this Council’s budget since 2010 have been well documented and it is becoming increasingly difficult to deliver the services that our communities need given the financial restrictions that we face.
“We will continue to work as hard as we can to minimise the impact of these reductions on residents and frontlines services as far as possible, but difficult decisions will need to be made in the coming months.
“It is important that residents, businesses and other local groups and organisations have their say on the draft proposals so that any final decisions are as informed about the needs of Neath Port Talbot as possible.”
The Council gets most of its revenue budget from the Welsh Government. This fundingwill be reduced again in 2018-19 by 0.4%. Council Tax provides only around 25% of the Council’s total income.
When they consider the report Elected Members will not be asked to make any final decisions on priorities or where financial savings should be made, but to give their approval for a public consultation on the draft proposals. If agreed, the consultation will commence straight after the Cabinet meeting on 8thNovember and run until Monday 15th January 2018.
Final decisions on setting the Council’s Budget for 2018/19 will be taken in February 2018, following the public consultation and receipt of the Welsh Government’s Final Local Government Settlement.

Y Cyngor yn cyhoeddi cynigion cyllidebol drafft ar gyfer 2018/19
Cyhoeddwyd manylion cynigion cyllidebol drafft Cyngor Castell-nedd Port Talbot ar gyfer 2018/19 a thu hwnt yr wythnos hon.
Mae’r cynigion ar gyfer arbedion posib a chreu incwm yn cynnwys holl gyfarwyddiaethau’r cyngor ac maent yn rhan o adroddiad a gaiff ei gyflwyno i’r Cabinet ddydd Mercher 8 Tachwedd.
Y penawdau yw gostyngiad o £10.2m ar gyfer blwyddyn ariannol 2018/19 a bwlch cyllideb arfaethedig o hyd at £65m ar gyfer y pum mlynedd i 2023.

“Mae’r toriadau i gyllideb y cyngor hwn ers 2010 wedi’u dogfennu’n dda ac mae’n fwyfwy anodd cyflwyno’r gwasanaethau y mae eu hangen ar ein cymunedau o ystyried y cyfyngiadau ariannol rydym yn eu hwynebu.
“Byddwn yn parhau i weithio’n galed wrth i ni geisio leihau effaith y gostyngiadau hyn ar breswylwyr a gwasanaethau rheng flaen cyhyd â phosib, ond bydd rhaid gwneud penderfyniadau anodd dros y misoedd nesaf.
“Mae’n bwysig bod preswylwyr, busnesau a grwpiau a sefydliadau lleol eraill yn cael y cyfle i fynegi eu barn ar y cynigion drafft hyn i sicrhau bod unrhyw benderfyniadau terfynol yn seiliedig ar wybodaeth am anghenion Castell-nedd Port Talbot sydd mor gyflawn â phosib.
Mae’r cyngor yn cael y rhan fwyaf o’i gyllideb refeniw gan Lywodraeth Cymru. Caiff yr arian hwn ei ostwng 0.4% eto yn 2018-19. Mae Treth y Cyngor yn darparu tua 25% yn unig o gyfanswm yr incwm.
Pan fydd yr Aelodau Etholedig yn ystyried yr adroddiad, ni ofynnir iddynt wneud unrhyw benderfyniadau terfynol ar flaenoriaethau na’r arbedion ariannol y dylid eu gwneud, ond gofynnir iddynt gymeradwyo ymgynghoriad cyhoeddus ar y cynigion drafft. Os cytunir, bydd yr ymgynghoriad yn dechrau’n syth ar ôl cyfarfod y Cabinet ar 8 Tachwedd a bydd yn para tan ddydd Llun 15 Ionawr 2018.
Penderfynir yn derfynol ar bennu cyllideb y Cyngor ar gyfer 2018/19 ym mis Chwefror 2018, ar ôl i’r ymgynghoriad cyhoeddus ddod i ben ac wedi i ni dderbyn setliad llywodraeth leol terfynol gan Lywodraeth Cymru.
