Arolwg i fynd i’r afael â heriau gwledig

Mae arolwg yn cael ei lansio yn Ffair Aeaf Frenhinol Cymru eleni, gyda’r nod o gefnogi cymunedau gwledig ar draws Sir Gaerfyrddin.

Bydd yr Aelod o’r Bwrdd Gweithredol dros Faterion Gwledig, y Cyng. Cefin Campbell, yn lansio’r arolwg yn y digwyddiad ym maes y sioe yn Llanfair-ym-muallt ar 27 a 28 Tachwedd.

Mae’r Cyng. Campbell eisoes wedi sefydlu grŵp gorchwyl i fynd i’r afael â heriau ac i nodi cyfleoedd i gymunedau gwledig ledled y sir.

Ei nod fydd ystyried y materion sy’n effeithio arnynt, a pharatoi adroddiad gydag argymhellion ynghylch sut y gall y cyngor, mewn partneriaeth â chyrff a sefydliadau eraill, weithredu i sicrhau bod yna adfywiad dros y blynyddoedd i ddod.

Bydd y gweithgor trawsbleidiol, sydd yn cynnwys cynrychiolwyr o Blaid Cymru, y Blaid Lafur a’r Grŵp Annibynnol, yn gwneud gwaith ymchwil ac yn ymgynghori ag ystod mor eang â phosibl o randdeiliaid er mwyn adnabod y materion penodol sy’n effeithio ar gymunedau gwledig Sir Gaerfyrddin.

Mae’r arolwg yn rhan o’r broses ymgynghori a bydd yn gofyn am farn y bobl ynghylch yr heriau sy’n eu hwynebu. Bydd hefyd yn gofyn iddynt nodi unrhyw gyfleoedd posibl i wneud gwelliannau.

Ni fydd yn dod i ben tan 30 Mawrth 2018, er mwyn rhoi digon o amser i bobl o bob cwr o Sir Gâr gyflwyno eu barn.

Dywedodd y Cynghorydd Cefin Campbell: “Rydym yn hynod ffodus fod gennym lu o ardaloedd gwledig godidog, ond rwy’n sylweddoli y gall heriau penodol fod yn perthyn i fyw yng nghefn gwlad.

“Mae’n hanfodol ein bod yn casglu cymaint o wybodaeth ag y gallwn cyn llunio cynllun gweithredu i helpu i unioni unrhyw faterion, ac i nodi cyfleoedd a all wella ansawdd bywyd ar gyfer y cymunedau hyn.

“Rydym ni’n gobeithio y bydd cynifer o bobl â phosibl yn manteisio ar y cyfle hwn i ddweud wrthym am unrhyw broblemau maen nhw’n eu hwynebu wrth fyw yn ein cymunedau gwledig.

“Mae Sir Gaerfyrddin yn sir wledig fawr ac mae 60% o’n poblogaeth yn byw mewn ardaloedd gwledig, ac mae gan bob cymuned ei hanghenion penodol ei hun.

“Byddwn ni’n ceisio datblygu ein trefi marchnad dros y blynyddoedd nesaf, ynghyd â’r themâu allweddol rydym yn gweithio arnyn nhw.

“Rydym ni wedi ymrwymo i helpu pob rhan wledig o’r sir, ac i wneud hynny mae angen inni gael barn y bobl er mwyn llunio’r cynllun gweithredu gorau posibl.”

Bydd y Grŵp Gorchwyl Materion Gwledig yn ystyried materion megis adfywio economaidd (yn cynnwys swyddi, hyfforddiant a sgiliau), amaethyddiaeth, gwasanaethau’r sector cyhoeddus a’r sector preifat, trafnidiaeth, twristiaeth, addysg, tai, Brexit, cysylltiad band eang a ffonau symudol, symudiadau’r boblogaeth, y Gymraeg, ac unrhyw faterion eraill sy’n codi wrth i’r trafodaethau fynd rhagddynt.

Survey aims to help tackle rural challenges

A SURVEY is being launched at this year’s Royal Welsh Winter Fair aimed at supporting rural communities across Carmarthenshire.

Executive board member for rural affairs Cllr Cefin Campbell will launch it at the event taking place at the Builth Wells showground on November 27 and 28.

Cllr Campbell has already set up a task group with the aim of tackling challenges and identifying opportunities for rural communities across the county.

Its aim is to consider the issues affecting them, and to prepare a report with recommendations on how the council, in partnership with other bodies and organisations, can take action to ensure regeneration over the coming years.

The cross-party working group, made up of representatives from the Plaid Cymru, Labour and Independent groups, will undertake research and consult with as wide a range as possible of stakeholders to identify the particular issues affecting Carmarthenshire’s rural communities.

The survey is part of the consultation process and will ask people what they think the challenges are for them. It will also ask them to identify any potential opportunities for improvements.

It will run from the launch until March 30 2018 to allow plenty of time for people across Carmarthenshire to give their views.

Cllr Campbell said: “We are blessed with an abundance of beautiful rural countryside, but I appreciate that living in rural areas can also present its own particular challenges.

“It is vital that we gather as much information as we can before drawing up an action plan to help address any issues, and to identify opportunities which can improve the quality of life for these communities.

“We hope as many people as possible take this opportunity to tell us about any issues they face living in our rural communities.

“Carmarthenshire is a large rural county with 60% of our population living in rural areas, and each community has its own particular needs.

“We will look at developing our market towns over the next few years along with the key themes that we are working on.

“We are committed to help all rural parts of the county and need the views of residents in order to form the best possible plan to do this.”

The Rural Affairs Task Group will consider issues such as economic regeneration (including jobs, training and skills), agriculture, public and private sector services, transport, tourism, education, housing, Brexit, broadband and mobile phone access, population movements, Welsh language, and any other matters that come up as discussions progress.
