Smoker fined nearly £700 for littering

Dropping a cellophane cigarette box wrapper outside Morrison’s Supermarket store has cost a Carmarthen man nearly £700.

Barry John Davies was given the punishment by Llanelli magistrates after he was caught by council enforcement officers disposing the see through cover in the car park of the supermarket’s Parc Pensarn store.

In a prosecution led by Carmarthenshire Council, the court heard that around 11.45am on Friday, May 12 the 46-year-old was approached by an officer on duty and asked why he had dropped it on the ground, Davies replied: “I just dropped it, my head’s in a shed.”

Davies, of Reservoir Road, Carmarthen, admitted he was wrong and was issued with a fixed penalty notice (FPN) which he signed.

Despite being sent a reminder Davies did not pay up and his case was referred to Llanelli Magistrates Court.

Things got worse for the defendant when he failed to turn up at court.

He was fined £330 and must pay £299.33 costs and £30 victim surcharge.

The council’s executive board member for public protection, Cllr Philip Hughes said: “I cannot emphasise enough that we take a zero tolerance approach on littering in Carmarthenshire. Not only does it look unsightly, it has a huge impact on the environment. I hope this serves as a lesson to this man and to everyone not to ignore their fixed penalty notices. No ifs or buts, the fine will not go away, it will only escalate.”

Mae gollwng gorchudd blwch sigarennau seloffen y tu i Archfarchnad Morrison’s wedi costio bron £700 i ŵr o Gaerfyrddin.

Rhoddwyd y gosb i Barry John Davies gan ynadon Llanelli wedi iddo gael ei ddal gan swyddogion gorfodi y Cyngor yn gwaredu’r gorchudd tryloyw ym maes parcio’r archfarchnad ym Mhen-sarn.

Mewn erlyniad dan arweiniad Cyngor Sir Caerfyrddin, clywodd y llys bod swyddog ar ddyletswydd wedi mynd at y gŵr 46 oed tua 11.45am ddydd Gwener, 12 Mai a gofyn iddo pam ei fod wedi gollwng y gorchudd ar lawr. Ateb Davies oedd: “Nes i jyst gollwng e, sai’n gwbod ble ma’n feddwl i.”

Cyfaddefodd Davies o Heol y Cronlyn, Caerfyrddin, ei fod ar fai a rhoddwyd Hysbysiad Cosb Benodedig iddo, a lofnodwyd ganddo.

Er gwaethaf cael llythyr atgoffa, ni thalodd Davies a chafodd ei achos ei gyfeirio i Lys Ynadon Llanelli.

Gwaethygodd pethau i’r diffynnydd gan na wnaeth fynd i’r llys.

Cafodd ddirwy o £330 ac mae’n rhaid iddo dalu £299.33 o gostau a £30 o ordal dioddefwr.

Dywedodd y Cynghorydd Philip Hughes, yr Aelod o Fwrdd Gweithredol y Cyngor dros Ddiogelu’r Cyhoedd: “Rwy’ am bwysleisio nad ydym ni yn Sir Gaerfyrddin yn goddef sbwriela ar unrhyw raddau. Yn ogystal â gwneud i lefydd edrych yn anniben, mae’n cael effaith arswydus ar yr amgylchedd. Rwy’n gobeithio bod y dyn hwn wedi dysgu gwers ac na fydd neb arall yn dewis anwybyddu hysbysiad cosb benodedig. Does dim diben dadlau, ni fydd y ddirwy’n diflannu, dim ond cynyddu.”
