Views on planning order in Llanelli sought

Residents are being asked their views on a new planning order to boost Llanelli Town Centre.

Consultation starts on December 18 after full council agreed to go out to consult on a Local Development Order (LDO) – a first for Carmarthenshire.

Adopting this order would see a more streamlined planning process, making it easier for developers to take over empty shops or buildings.

The order is intended to help attract investment to the area, and to support existing businesses by giving certainty for developers, reducing timescales and reducing the costs associated with making a planning application.

All views gathered from the consultation, which runs until February 9, will help form the council’s decision on whether or not to adopt the LDO.

Introducing the order into the centre would also remove the need for developers or applicants to make a formal planning application for specified types of change of use.

The survey is available online at i-Local, and hard copies are available from Llanelli Library.

The council’s executive board member responsible for planning, Cllr Mair Stephens said: “The development of this order has been in conjunction with the Llanelli Town Centre Taskforce as well as town and rural councils. Adopting this order would make it easier for developers to move forwards with their plans in Llanelli Town Centre.”

Bringing empty shops back into use is one of the key priorities set out by the Llanelli Town Centre Taskforce, led by Cllr Emlyn Dole, Leader of Carmarthenshire County Council.

The Taskforce aims to stimulate growth and investment by supporting traders, boosting business and increasing footfall.

Speaking after Full Council meeting earlier this year, he said: “I am pleased that full council has agreed to consult on this order. I now look forward to hearing people’s views as we move forward with the regeneration of Llanelli.”

Gofynnir i breswylwyr am eu barn ynghylch gorchymyn cynllunio newydd i roi hwb i Ganol Tref Llanelli.

Mae’r ymgynghoriad yn dechrau ar 18 Rhagfyr ar ôl i’r cyngor llawn gytuno i ymgynghori ynghylch Gorchymyn Datblygu Lleol – y cyntaf i Sir Gaerfyrddin.

Byddai mabwysiadu’r gorchymyn hwn yn arwain at broses gynllunio fwy llyfn a fyddai’n ei gwneud hi’n haws i ddatblygwyr gymryd cyfrifoldeb dros adeiladau neu siopau gwag.

Bwriad y gorchymyn yw helpu i ddenu buddsoddiad i’r ardal, ac i gefnogi busnesau presennol trwy roi sicrwydd i ddatblygwyr, lleihau’r amser sydd ei angen a lleihau’r costau sy’n gysylltiedig â gwneud cais cynllunio.

Bydd yr holl sylwadau a gesglir o’r ymgynghoriad, sy’n weithredol tan 9 Chwefror, yn helpu’r Cyngor i ddod i benderfyniad ynghylch mabwysiadu’r Gorchymyn Datblygu Lleol ai peidio.

Byddai cyflwyno’r gorchymyn i ganol y dref hefyd yn golygu nad oes angen i ddatblygwyr neu ymgeiswyr wneud cais cynllunio ffurfiol ar gyfer mathau penodol o newid defnydd.

Dywedodd y Cynghorydd Mair Stephens, yr Aelod o Fwrdd Gweithredol y Cyngor dros Gynllunio: “Mae’r gorchymyn hwn wedi cael ei ddatblygu ar y cyd â Thasglu Canol Tref Llanelli yn ogystal â’r cyngor tref a’r cyngor gwledig. Byddai mabwysiadu’r gorchymyn hwn yn ei gwneud yn haws i ddatblygwyr fwrw ymlaen â’u cynlluniau yng Nghanol Tref Llanelli.

Gweld siopau gwag yn cael eu defnyddio unwaith eto yw un o brif flaenoriaethau Tasglu Canol Tref Llanelli, dan arweiniad y Cynghorydd Emlyn Dole, Arweinydd Cyngor Sir Caerfyrddin.

Nod y Tasglu yw ysgogi twf a buddsoddiad drwy gynorthwyo masnachwyr, rhoi hwb i fusnesau a chynyddu nifer y siopwyr.

Ar ôl cyfarfod y Cyngor Llawn yn gynharach eleni, dywedodd: “Rwy’n falch bod y Cyngor Llawn wedi cytuno i ymgynghori ynghylch y gorchymyn hwn. Rwyf bellach yn edrych ymlaen at glywed barn pobl wrth i ni fynd ati i adfywio Llanelli.”
