Respite care amongst services saved from budget cuts

A NUMBER of proposed savings put forward by Carmarthenshire County Council for public consultation have been taken off the table by its executive board.

Cllr David Jenkins, executive board member for resources, has confirmed that proposed budget cuts to inclusion services and respite care will no longer be considered and will be removed from the proposals that goes to Full Council for decision on February 21.

A proposed reduction in funding for older people’s day care services is also being revisited, with the efficiencies proposed for 2018/19 reduced by £50k, and a further £25k in 2019/20.

The news will be welcomed by thousands of people who gave the council their feedback during an extensive budget consultation over several weeks.

“The settlement this year was far more favourable and supportive of local government than it had originally been anticipated,” said Cllr David Jenkins.

“This has meant we have been able to revisit some of our proposals within the original budget outline. This takes account of the consultation process and responds to the feedback from the proposals that were not supported.

“I would like to express my thanks to all who took part in the consultation or responded to the surveys. One thing that is generally clear from those who took part is that they do appreciate that difficult choices need to be made.”

Leader of the council, Cllr Emlyn Dole, said: “Setting budgets is a huge task, but it’s been done very conscientiously indeed. It shows we have listened.”

Deputy leader Cllr Mair Stephens added: “We have seen how people have responded. People have given their detailed comments, and their ideas have very often led to new ways of working, and I thank them for that.”

Cllr Jane Tremlett, executive board member for health and social care, and Cllr Glynog Davies, executive board member for education and children’s services, both welcomed news that respite provision was no longer affected by proposed savings.

“We have listened to the people,” said Cllr Davies. “This respite provision is so important to families who quite often are under a great deal of stress. I’m so pleased that we have revisited this, and that this cut will not happen.”

MAE nifer o arbedion arfaethedig a gyflwynwyd gan Gyngor Sir Caerfyrddin at ddibenion ymgynghori cyhoeddus wedi cael eu tynnu’n ôl gan ei Fwrdd Gweithredol.

Mae’r Cynghorydd David Jenkins, yr Aelod o’r Bwrdd Gweithredol dros Adnoddau, wedi cadarnhau na fydd y toriadau arfaethedig yn y gyllideb i’r gwasanaethau cynhwysiant ac i ofal seibiant yn cael eu hystyried mwyach, ac y byddant yn cael eu dileu o’r adroddiad a gyflwynir i’r Cyngor Llawn benderfynu yn ei gylch am 21 Chwefror.

Ailystyrir hefyd y bwriad i gwtogi’r cyllid ar gyfer gwasanaethau gofal dydd i bobl hŷn, gan leihau’r arbedion effeithlonrwydd a gynigiwyd am 2018/19 gan £50k, a £25k pellach yn 2019/20.

Croesewir y newyddion gan filoedd o bobl a roddodd adborth i’r Cyngor yn ystod ymgynghoriad helaeth ynghylch y gyllideb dros gyfnod o wythnosau.

“Roedd y setliad eleni yn llawer mwy ffafriol a chefnogol i lywodraeth leol na’r hyn oedd wedi’i ragweld yn wreiddiol,” meddai’r Cynghorydd David Jenkins.

“Mae hyn wedi golygu ein bod wedi gallu edrych eilwaith ar rai o’n cynigion yn y gyllideb amlinellol wreiddiol. Rydym ni wedi rhoi ystyriaeth i’r broses ymgynghori ac ymateb i’r adborth ynghylch y cynigion nad oedd cefnogaeth iddyn nhw.

“Hoffwn ddiolch i bawb a wnaeth gymryd rhan yn yr ymgynghoriad neu ymateb i’r arolygon. Un peth sy’n glir yn gyffredinol gan y rhai oedd wedi cymryd rhan yw eu bod yn sylweddoli bod angen gwneud dewisiadau anodd.”

Dywedodd y Cynghorydd Emlyn Dole, Arweinydd y Cyngor: “Mae pennu cyllidebau yn dasg enfawr, ond mae wedi cael ei gwneud mewn ffordd gydwybodol iawn. Mae’n dangos ein bod wedi gwrando.”

Ychwanegodd y Cynghorydd Mair Stephens, Dirprwy Arweinydd y Cyngor: “Rydym ni wedi gweld sut mae pobl wedi ymateb. Mae pobl wedi rhoi sylwadau manwl ac mae eu syniadau’n aml iawn wedi arwain at ffyrdd newydd o weithio, ac rwyf am ddiolch iddyn nhw am hynny.”

Roedd y Cynghorydd Jane Tremlett, yr Aelod o’r Bwrdd Gweithredol dros Iechyd a Gofal Cymdeithasol, a’r Cynghorydd Glynog Davies, yr Aelod o’r Bwrdd Gweithredol dros Addysg a Gwasanaethau Plant, ill dau yn croesawu’r newyddion na fyddai’r arbedion arfaethedig yn effeithio mwyach ar y ddarpariaeth gofal seibiant.

“Rydym ni wedi gwrando ar y bobl,” dywedodd y Cynghorydd Davies. “Mae’r ddarpariaeth gofal seibiant mor bwysig i deuluoedd sydd dan lawer o straen yn aml.   Rwy’n hynod falch ein bod wedi ailystyried hyn, ac na fydd y toriad hwn yn digwydd.”
