DEPUTY DIRECTOR OF NETWORK MANAGEMENT AT THE WELSH GOVERNMENT (SHEENA HAGUE) NOT ALLOWED TO ANSWER QUESTIONS REGARDING T3 ROUTE WREXHAM TO ABERYSTWYTH

DEAR KEN SKATES,

 

I AM PROVIDING THIS EMAIL TO THE OFFICE OF JAMES HAMILTON AS AN ILLUSTRATION THAT THE MINISTERIAL CODE IS NOT BEING APPLIED BY THE WELSH GOVERNMENT.

 

On 07/02/2018 I wrote to the Deputy Director of Network Management at the Welsh Government (Sheena Hague) to ask her about her involvement in the discussions on  routing the T3 from Wrexham to Aberystwyth and

included copies for yourself and the First Minister.   I wrote to Sheena

Hague because the Trawscymru Network Manager (David Hall) had said in his letter , which I received on  05/02/2018,  that Sheena Hague was involved in the discussions on the T3 route from Wrexham to Aberystwyth .  In David Hall’s letter of 05/02/2018 he lied when he said he had discussions with Gwynedd Council , Powys Council and Ceredigion Council on routing the T3 from Wrexham to Aberystwyth  and I sent that evidence to you with statements from those 3 Councils on 11/02/2018.

 

The lies David Hall told were clearly a breach of the Ministerial Code and the lie regarding discussions on routing the T3 from Wrexham to Aberystwyth featured in your letter of 17/11/2017 (KS/03829/17) .

 

Your letter of 17/11/2017 prompted me to make a second referral on

22/11/2017 to the First Minister regarding a breach of the Ministerial

Code to add to the first referral made on 06/11/2017.   I have not

received a satisfactory reply to the first referral of 06/11/2017 and have received no reply whatsoever to the second referral made on

22/11/2017

 

Today on 13/02/2018 I received an FOIA acknowledgement (ATISN 12050) for

the questions I had put to Sheena Hague on 07/02/2018.   The FOIA

acknowledgement was from David Hall.  David Hall in his letter of

05/02/2018 lied about discussions with Gwynedd Council , Powys Council and Ceredigion Council and quoted the Deputy Director of Network Management at the Welsh Government (Sheena Hague)  as another person

involved in the discussions.   If you allow David Hall to answer the

questions that I asked of Sheena Hague then that is a breach of the

Ministerial Code.   I am therefore asking you to ensure that the Deputy

Director of Network Management at the Welsh Government (Sheena Hague) answers the questions that I put to her on 07/02/2018 and not David Hall.

 

This is hugely important.   Today is TimetoTalk Day – a chance for

everyone to be more open.  Talking and listening can change lives.  The following aspects of the Ministerial Code apply:-

 

(1) “”Ministers should require civil servants to be as helpful as possible in providing accurate, truthful and full information on their behalf””

 

_(2) “”Ministers should be as open as possible with the public, refusing to provide information only when disclosure would not be in the public interest_ “”

 

(3) “”Holders of public office should be willing to challenge poor behaviour wherever it occurs_.””_
