Police and Crime Panel supports proposed precept

MEMBERS of the Dyfed Powys Police and Crime Panel have supported the commissioner’s proposed precept increase of five per cent.

Police and Crime Commissioner Dafydd Llywelyn outlined his budget plans to members at the panel’s January meeting.

The precept would contribute £49.8m to the Dyfed Powys Police budget, which – combined with central and local funding – would provide a £99.1m budget for 2018/19 (a 2.57 per cent increase in funding).

If agreed, it will mean an average band D property will pay £224.56 towards policing – around £10 more than last year – but still the lowest throughout Wales.

Members had the opportunity to hear first-hand about the investments the commissioner was planning to make.

They include £16,000 to cover the running costs of CCTV and £222,000 extra for the Digital Cyber Crime Unit, Financial Crime Team and CID.

Funding has been set aside to introduce an apprenticeship scheme and to support maintenance across the force’s estate.

Budgets have also been increased to support work in relation to youth offending and community safety.

And a pilot custody triage project will take place at Haverfordwest to signpost vulnerable offenders, something that could eventually be rolled out force-wide.

Cllr Keith Evans, a member from the Ceredigion council area, said: “We are seeing an improvement in performance. We are making in-roads to what we want and expect as a paying public. However I am mindful that an increased precept will have an impact on people.”

Chair of the Panel, Cllr Alun Lloyd Jones, thanked the commissioner for his comprehensive report before a unanimous vote of support for the proposed precept.

The Dyfed Powys Police and Crime Panel is made of up of members nominated by the four councils in the force area: Carmarthenshire, Ceredigion, Pembrokeshire and Powys; and at least two independent members. Carmarthenshire County Council is the lead authority for the panel.

The meetings are open to the press and public, and with the prior permission of the chair, people can ask questions or make a statement in relation to a matter being considered by the panel, with the exception of personnel matters.

MAE aelodau Panel Heddlu a Throseddu Dyfed-Powys wedi cefnogi cynnydd arfaethedig y Comisiynydd o 5 y cant yn y praesept.

Amlinellodd Dafydd Llywelyn, Comisiynydd yr Heddlu a Throseddu, ei gynlluniau cyllideb i’r aelodau yng nghyfarfod y panel ym mis Ionawr .

Byddai’r praesept yn cyfrannu £49.8 miliwn at gyllideb Heddlu Dyfed-Powys, a fyddai – yn sgil ei gyfuno â chyllid canolog a lleol – yn rhoi cyfanswm cyllideb o £99.1 miliwn ar gyfer 2018/19 (cynnydd o 2.57 y cant mewn cyllid).

Os caiff hyn ei gytuno, byddai eiddo cyfartalog ym mand D yn talu £224.56 tuag at wasanaethau plismona – tua £10 yn fwy nag y llynedd – ond yr isaf ledled Cymru o hyd.

Cafodd yr aelodau gyfle i glywed yn uniongyrchol am y buddsoddiadau y mae’r comisiynydd yn bwriadu eu gwneud.

Mae’r buddsoddiadau hyn yn cynnwys £16,000 i dalu am gostau cynnal y teledu cylch cyfyng, a £222,000 ychwanegol ar gyfer yr Uned Seiberdroseddu Ddigidol, y Tîm Troseddu Ariannol a’r Adran Ymchwiliadau Troseddol.

Mae cyllid wedi’i neilltuo ar gyfer cyflwyno cynllun prentisiaethau a chefnogi gwaith cynnal a chadw ar draws ystad yr Heddlu.

Mae’r cyllidebau hefyd wedi cynyddu er mwyn cefnogi’r gwaith sy’n ymwneud â throseddau ieuenctid a diogelwch cymunedol.

Bydd y prosiect peilot ‘brysbennu yn y ddalfa’ yn cael ei gynnal yn Hwlffordd, chaiff ei gyfeirio at droseddwyr mwyaf agored i niwed, rhywbeth y gellid ei gyflwyno ledled yr heddlu yn y dyfodol.

Dywedodd y Cynghorydd Keith Evans, aelod o ardal cyngor Ceredigion: “Rydym ni’n gweld gwelliant o ran perfformiad. Rydym ni’n gwneud cynnydd sylweddol o ran yr hyn ni’n dymuno ac yn disgwyl fel trethdalwyr. Er hynny, rwy’n ymwybodol y bydd cynnydd yn y praesept yn cael effaith ar bobl.”

Mae Panel Heddlu a Throseddu Dyfed-Powys yn cynnwys aelodau a enwebwyd gan y pedwar cyngor yn ardal yr heddlu: Sir Gaerfyrddin, Ceredigion, Sir Benfro a Phowys; ac o leiaf ddau aelod annibynnol. Cyngor Sir Caerfyrddin yw awdurdod arweiniol y Panel.
