Changes at Trostre tip after complaints about misuse

HEIGHT restriction barriers are being re-introduced at Trostre Household Waste Recycling Centre (HWRC) in an attempt to stop the facility being abused by trade vehicles.

During April, 26,000 vehicles visited the site, but it is thought that around a third were businesses who are not permitted to use the facilities.

Growing misuse of the site is causing congestion and safety issues at the site, prompting complaints from members of the public.

As a result, from Tuesday, May 29, vehicles over two metres in height will not be allowed to enter the centre.

The decision has been made by Carmarthenshire County Council and Cwm Environmental Ltd, which operates the HWRC on the council’s behalf.

Cllr Hazel Evans, executive board member for environment, said: “Household Waste Recycling Centres are funded by households through council tax contributions and it is not fair for them to be affected by unnecessary congestion and safety issues at our sites because businesses are abusing them.

“We are acting on complaints and feedback in re-introducing height restrictions at the site.

“We acknowledge these changes may affect a small number of users who are genuinely disposing of household waste but have a high-sided vehicle and apologise for this temporary inconvenience whilst longer-term solutions can be found.”

The Environmental Protection Act 1990 requires all vehicles carrying commercial waste to be registered as a waste carrier and provide a valid waste transfer note which stipulates conditions for proper disposal of waste.

Commercial waste disposal facilities are available at Nantycaws, Carmarthen, or businesses can organise trade waste collections.

The council said it will increase patrols and enforcement of fly-tipping as a result of the re-introduction of height restrictions at the HWRC.

Anyone caught fly-tipping could be fined up to £50,000 or face imprisonment, as well as new on-the-spot fixed penalty notices of up to £350.

MAE rhwystrau cyfyngu ar uchder yn cael eu hailgyflwyno yng Nghanolfan Ailgylchu Gwastraff y Cartref Trostre mewn ymgais i atal y cyfleuster rhag cael ei gamddefnyddio gan gerbydau masnach.

Yn ystod mis Ebrill, roedd 26,000 o gerbydau wedi ymweld â’r safle, ond credir bod tua thraean o’r rheiny yn fusnesau nad oes ganddynt hawl i ddefnyddio’r cyfleusterau.

Mae camddefnydd cynyddol o’r safle yn achosi tagfeydd a phroblemau o ran diogelwch yn y safle, gan arwain at gwynion gan y cyhoedd.

O ganlyniad, o ddydd Mawrth 29 Mai, ni fydd cerbydau dros ddau fetr o uchder yn cael dod i mewn i’r ganolfan.

Mae’r penderfyniad hwn wedi cael ei wneud gan Gyngor Sir Caerfyrddin a Cwm Environmental Ltd, sy’n gweithredu’r Ganolfan Ailgylchu Gwastraff y Cartref ar ran y Cyngor.

Dywedodd y Cynghorydd Hazel Evans, sef yr Aelod o’r Bwrdd Gweithredol dros yr Amgylchedd: “Mae’r Canolfannau Ailgylchu Gwastraff y Cartref yn cael eu hariannu gan aelwydydd drwy gyfraniadau treth gyngor ac nid yw’n deg bod tagfeydd diangen a phroblemau o ran diogelwch yn ein safleoedd yn cael effaith arnynt oherwydd bod busnesau’n eu camddefnyddio nhw.

“Rydym yn gweithredu yn sgil cwynion ac adborth drwy ailgyflwyno cyfyngiadau uchder yn y safle.

“Rydym yn cydnabod y gall y newidiadau hyn gael effaith ar nifer fach o ddefnyddwyr sydd wirioneddol yn gwaredu gwastraff y cartref ond bod ganddynt gerbydau ag ochrau uchel, ac rydym yn ymddiheuro am yr anghyfleustra dros dro hyd nes y gellir dod o hyd i atebion yn y tymor hir.”

Mae Deddf Diogelu’r Amgylchedd 1990 yn ei gwneud yn ofynnol i bob cerbyd sy’n cludo gwastraff masnachol gofrestru fel cludwr gwastraff a darparu nodyn trosglwyddo gwastraff dilys sy’n nodi amodau ar gyfer gwaredu gwastraff yn briodol.

Mae cyfleusterau gwaredu gwastraff masnachol ar gael yn Nant-y-caws, Caerfyrddin, neu gall busnesau drefnu casgliadau gwastraff masnach.

Dywedodd y Cyngor y bydd yn cynyddu patrolau a chamau gorfodi mewn perthynas â thipio anghyfreithlon yn sgil ailgyflwyno cyfyngiadau uchder yn y Ganolfan Ailgylchu Gwastraff y Cartref.

Gallai unrhyw un sy’n cael ei ddal yn tipio’n anghyfreithlon gael dirwy o hyd at £50,000 neu wynebu carchar, yn ogystal â chael hysbysiadau cosb benodedig newydd yn y fan a’r lle o hyd at £350.
