The dedication and hard work of local NHS staff was praised at Hywel Dda University Health Board’s Annual General Meeting held today [26 July].

Steve Moore, Chief Executive at Hywel Dda University Health Board: “We’ve seen many successes throughout the year across the organisation that we are immensely proud of and, though it was also a year of real challenge in some ways, we’ve embraced many opportunities to improve too.

“It’s right to pay tribute to our staff as, without their commitment and hard work, we couldn’t achieve everything we do. Across the organisation our staff have continued to work incredibly hard throughout the year to ensure our patients receive the care they need, often above and beyond their normal roles and particularly at times of significant pressure, for example, during in the winter months. Despite this, many of our staff and teams have still managed to achieve even more, with their work recognised in a variety of national awards. We are incredibly humbled and proud to be part of such a committed and talented team.”

Key topics discussed at the AGM included the Health Board’s overall performance throughout the year, its financial position, ongoing challenges, as well as the many new developments, innovations and award-winning successes throughout the year.

Some of the key highlights of 2017/18 included:

  • Over £1m spent supporting a wide range of charitable and health related activities;
  • £16.9m invested in improving hospital and community services;
  • Recruitment plans, particularly medical and nursing, led to a reduction in pay for agency and temporary staff of £9m compared with 2016/17;
  • 161 new health volunteers were recruited;
  • The number of bronze and silver Investors in Carers awards increased across GP surgeries, pharmacies and other health settings.
  • The new bilingual IAWN website for people with mild/moderate mental health problems was launched;
  • The Research & Development Team saw its highest activity level, with more people in respiratory trials than any other health board in Wales and active teams in diabetes and breast cancer;
  • Successful staff flu vaccination programme, with a 13.6% increase on last year and the best improvement rate in Wales;
  • Board members won the Leadership award at the Welsh Government’s ‘More Than Just Words’ showcase event for leading by example in using and promoting the Welsh language in the workplace.

During the year, despite huge focus and effort, the Health Board continued to face significant financial challenges, mainly because of the rising demand for healthcare services and the increasing costs to provide those services, so the coming year will see a focused effort to address these and get back to a stronger financial footing.

As an improving organisation, the Health Board is constantly making efforts to better its performance across all areas of healthcare, seeing an improved or sustained performance last year in waiting times for elective treatment and emergency, ambulance delays, therapies and diagnostics. It is, however, acknowledged that there is much more to do and significant work is continuing to address those areas where improvement is needed, such as, improving access to GPs and the GP out of hours service; reducing waiting times for treatment, including ambulance handover and A&E; and increasing number of children vaccinated at one and five years of age, to name a few.

Looking ahead into 2018/19, the Health Board will be focusing on balancing its finances, strengthening its workforce and improving local health and care services for the local population.

Bernardine Rees, OBE, Chair of Hywel Dda University Health Board added: “I’m extremely proud of all of our staff, who in a very challenging year – and with a well- documented position around the fragility of some of our services – have achieved a great deal. This is testament to the incredible passion, commitment and dedication of our staff, volunteers, partners and all our stakeholders, who work so hard for the benefit of our patients and our population as a whole.

“By continuing to live and breathe our organisational values, which are pivotal to our daily business, we are working together to be the best we can be, striving to develop and deliver excellent services and putting people at the heart of everything we do.

“We look forward to embracing the next year together and all it has to offer for our future – we have achieved much together and together we really can make a difference.”

Dywedodd Steve Moore, Prif Weithredwr Bwrdd Iechyd Prifysgol Hywel Dda: “Rydyn ni wedi gweld llawer o lwyddiannau trwy gydol y flwyddyn ledled y sefydliad a rydym yn falch iawn ohonynt ac, er ei bod hefyd yn flwyddyn o heriau go iawn, rydym wedi croesawu llawer o gyfleoedd i wella.

“Y peth iawn yw talu teyrnged i’n staff oherwydd, heb eu hymrwymiad a’u gwaith caled, ni allem gyflawni popeth a wnawn. Ar draws y sefydliad, mae ein staff wedi parhau i weithio’n hynod o galed trwy gydol y flwyddyn i sicrhau bod ein cleifion yn derbyn y gofal sydd ei angen arnynt, yn aml maen nhw’n mynd tu hwnt i’w rolau arferol yn enwedig ar adegau o bwysau sylweddol, er enghraifft, yn ystod misoedd y gaeaf. Er hyn, mae llawer o’n staff a’n timau wedi llwyddo i gyflawni hyd yn oed mwy, gyda cydnabyddiaeth i’w gwaith mewn amrywiaeth o wobrau cenedlaethol. Rydym yn hynod o falch o fod yn rhan o dîm mor ymroddedig a thalentog.”

Roedd y pynciau allweddol a drafodwyd yn y CCB yn cynnwys perfformiad cyffredinol y Bwrdd Iechyd dros y flwyddyn, ei sefyllfa ariannol, heriau parhaus, yn ogystal â’r datblygiadau newydd a llwyddiannau gydol y flwyddyn.

Dyma rai o uchafbwyntiau allweddol 2017/18:

  • Gwario dros £1m i gefnogi amrywiaeth eang o weithgareddau elusennol sy’n ymwneud ag iechyd;
  • Buddsoddu £16.9m yn gwella gwasanaethau ysbytai a chymunedol;
  • Cynlluniau recriwtio, yn enwedig meddygol a nyrsio, yn arwain at ostyngiad mewn costau gyfer staff asiantaeth a staff dros dro o £9m o’i gymharu â 2016/17;
  • Recriwtio 161 o wirfoddolwyr iechyd newydd;
  • Cynyddu nifer y gwobrau Buddsoddwyr mewn Gofalwyr efydd ac arian ar draws meddygfeydd, fferyllfeydd a lleoliadau iechyd eraill.
  • Lansio gwefan ddwyieithog IAWN i bobl â phroblemau iechyd ysgafn / cymedrol;
  • Y Tîm Ymchwil a Datblygu yn gweld ei lefel gweithgarwch uchaf, gyda mwy o bobl mewn treialon anadlol nag unrhyw fwrdd iechyd arall yng Nghymru, a thimau gweithredol mewn diabetes a chanser y fron;
  • Rhaglen brechu staff rhag y ffliw llwyddiannus, gyda chynnydd o 13.6% ar y llynedd a’r gyfradd welliant orau yng Nghymru;
  • Aelodau’r Bwrdd yn ennill gwobr Arweinyddiaeth yng ngwobrau ‘Mwy na Geiriau’ Llywodraeth Cymru am arwain trwy esiampl wrth ddefnyddio a hyrwyddo’r iaith Gymraeg yn y gweithle.

Yn ystod y flwyddyn, er gwaethaf ffocws ac ymdrech fawr, parhaodd y Bwrdd Iechyd i wynebu heriau ariannol sylweddol, yn bennaf oherwydd y galw cynyddol am wasanaethau gofal iechyd a’r costau cynyddol i ddarparu’r gwasanaethau hynny, felly yn y flwyddyn i ddod bydd ymdrechion penodol i fynd i’r afael â’r rhain a dychwelyd at sylfaen ariannol gryfach.

Fel sefydliad sy’n gwella, mae’r Bwrdd Iechyd yn gwneud ymdrechion parhaus i wella ei berfformia ym mhob maes gofal iechyd, gan weld perfformiad gwell neu barhaus y llynedd mewn amseroedd aros ar gyfer triniaeth ddewisol ac argyfwng, oedi ambiwlans, therapïau a diagnosteg. Fodd bynnag, cydnabyddir bod llawer mwy i’w wneud ac mae gwaith sylweddol yn parhau i fynd i’r afael â’r meysydd hynny lle mae angen gwella, megis gwella mynediad at feddygon teulu a’r gwasanaeth y tu allan i oriau meddygon teulu; lleihau amseroedd aros ar gyfer triniaeth, gan gynnwys trosglwyddiadau ambiwlans ac unedau Damweiniau ac Achosion Brys; a chynyddu nifer y plant sy’n cael eu brechu yn un a phump oed, a llawer mwy.

Gan edrych ymlaen i 2018/19, bydd y Bwrdd Iechyd yn canolbwyntio ar fantoli ei gyllid, cryfhau ei weithlu a gwella gwasanaethau iechyd a gofal lleol ar gyfer y boblogaeth.

Ychwanegodd Bernardine Rees, OBE, Cadeirydd Bwrdd Iechyd Prifysgol Hywel Dda: “Rwy’n hynod o falch o’n holl staff sydd wedi cyflawni cymaint mewn blwyddyn heriol iawn â sefyllfa fregus rhai o’n gwasanaethau wedi’u dogfennu’n dda. Mae hyn yn dyst i angerdd, ymrwymiad ac ymroddiad anhygoel ein staff, ein gwirfoddolwyr, ein partneriaid a’n holl randdeiliaid, sy’n gweithio mor galed er lles ein cleifion a’n poblogaeth gyfan.

“Trwy barhau i fyw ein gwerthoedd sefydliadol, sy’n allweddol i’n busnes bob dydd, rydym yn gweithio gyda’n gilydd i fod y gorau y gallwn fod, gan ymdrechu i ddatblygu a darparu gwasanaethau rhagorol a rhoi pobl wrth wraidd popeth a wnawn.

“Rydym yn edrych ymlaen at gofleidio’r flwyddyn nesaf gyda’n gilydd – rydym wedi cyflawni llawer gyda’n gilydd a gyda’n gilydd gallwn wneud gwahaniaeth gwirioneddol.”
