Neath Port Talbot Council has today published revised proposals for budget savings, cuts and income generation, demonstrating it has listened to feedback from people across the county borough.
The headlines include removing the proposal for a phased transfer into community operation or closure of four local libraries and withdrawing the proposal to cut five full time posts from the Welfare Rights Service. The original proposal to reduce the subsidy to the Schools Music Service over the next two years has also been taken out.
Leader of the Council, Cllr. Rob Jones said:
“It is when cuts of this scale need to be considered that people realise just how much Council services touch their everyday lives. Engagement over our budget proposals was significantly higher this year in comparison with past consultations. This shows how much people in Neath Port Talbot care about their services and I want them to know we are listening, which is why we’ve made a number of revisions to our original proposals.”
During the three month public consultation, the Council received more than 1,000 responses via questionnaires, letters, email and social media. This is an increase of 334% in comparison with last year. The majority of respondents, around 70%, raised concerns about proposed cuts to library services.
Cllr. Jones added:
“The original proposals included a phased transfer into community operation or closure of Baglan, Cwmafan, Glynneath and Skewen libraries. In response to the feedback from our consultation we have removed this part of the proposal, there will be no cuts to the service for next year and a separate report is being commissioned on the Library Service.”
The revised proposal for savings against the library service will still include a sum of £50k from vehicle lease cost savings and a vacant post.
Welfare Rights is another key area which has been revisited following the consultation. The revised proposal is to retain the service, but for there to be a full review in 2019 of welfare support services provided by the Council and other community groups.
However, the Council has highlighted how much more difficult it is becoming to balance the budget without cutting vital services.
Cllr. Carol Clement Williams, Cabinet Member for Finance added:
“No one goes into public service to make cuts. The decisions we have been forced to make and those that lie ahead of us are extremely difficult, but we have a legal duty to produce a balanced budget each year.
“We acknowledge the involvement of the staff and Trades Unions in all of the campaigns that helped to secure a better funding settlement from the Welsh Government, but must put on record that the additional funding, whilst a welcome move in the right direction, is still not enough. People often ask why council tax goes up when services are being cut, it’s because the austerity handed down from central government has bitten hard for local government, and if these proposals are accepted it will take the total amount we have been forced to cut from our budget since 2010 to more than £90 million.
“We share the concerns of our communities and are working hard to try and mitigate the impact on them. That’s why for the first time in many years it is planned that the Council will use £2.255 million of General Reserves to balance its budget for next year.”
Other amendments to the original proposals include:
- Savings from implementing new pay scales to the Catering Service has been amended to retain pay grades, but reduce operating hours for School Breakfast Club to 30 minutes, with 45 minute contracts and kitchen hours based upon number of meals provided. Pay protection will apply in 2019/20 with £50k saving the following year.
- The proposed transfer of the management of Croeserw Community Centre to the community will be delayed to enable discussions to continue with the community.
- Further work will be undertaken to ascertain income generation opportunities and savings in future years for Welsh Translation.
- The increase in charges for maintenance of School Grounds will be limited to inflation
- The original assumption that Council Tax would increase by 5% has been reduced and it is now proposed that the Council Tax at Band D will increase by only 4% – forecast to be the 3rd lowest percentage increase out of all 22 local authorities in Wales
The revised proposals will be presented to the Council’s Cabinet on 13th February for consideration.
In a separate report, CefnCoed Colliery Museum is to see a £250,000 investment to support its wider development as part of the Capital Programme. This is fundamental to implementing the second year of a strategy agreed in February 2018, in which the Council will consult and work with the Friends of the Museum to identify income generation opportunities and volunteer contributions to reduce the Council subsidy by £5,000.

Mae’r penawdau’n cynnwys dileu’r cynnig am drosglwyddo fesul cam i weithrediad cymunedol neu gau pedair llyfrgell leol a thynnu’r cynnig i dorri pum swydd amser llawn o’r Gwasanaeth Hawliau Lles yn ei ôl. Mae’r cynnig gwreiddiol i leihau’r cymhorthdal i’r Gwasanaeth Cerdd ar gyfer ysgolion dros y ddwy flynedd nesaf hefyd wedi’i dynnu’n ôl.
Meddai Arweinydd y Cyngor, y Cyng. Rob Jones,
“Dim ond pan fydd angen ystyried toriadau o’r maint hwn y mae pobl yn sylweddoli cymaint y mae gwasanaethau’r cyngor yn rhan o’u bywydau pob dydd.Roedd y nifer a gymerodd ran yn yr ymgynghoriad ar gynigion y gyllideb yn sylweddol uwch eleni o’i gymharu ag ymgynghoriadau’r gorffennol.Dengys hyn pa mor bwysig yw gwasanaethau i bobl yng Nghastell-nedd Port Talbot ac rwyf am iddynt wybod ein bod yn gwrando, a dyna pam rydym wedi gwneud nifer o ddiwygiadau i’r cynigion gwreiddiol.”
Yn ystod yr ymgynghoriad cyhoeddus tri mis, derbyniodd y cyngor fwy na 1,000 o ymatebion drwy holiaduron, llythyrau, e-byst a’r cyfryngau cymdeithasol. Mae hyn yn gynnydd o 334% o’i gymharu â’r llynedd. Roedd y rhan fwyaf o breswylwyr wedi mynegi pryderon am y toriadau arfaethedig i’r gwasanaethau llyfrgell.
Ychwanegodd y Cyng. Jones,

Bydd y cynnig diwygiedig am arbedion yn erbyn y gwasanaeth llyfrgelloedd yn dal i gynnwys swm o £50m o arbedion cost prydlesu cerbydau a swydd wag.
Mae Hawliau Lles yn faes allweddol arall a gafodd ei ailystyried yn dilyn yr ymgynghoriad. Y cynnig diwygiedig yw i gadw’r gwasanaeth, ond adolygu’n llawn y gwasanaethau cymorth lles a ddarperir gan y cyngor a grwpiau cymunedol eraill yn 2019.
Fodd bynnag, mae’r cyngor wedi amlygu pa mor anoddach ydyw bellach i gydbwyso’r gyllideb heb dorri gwasanaethau hanfodol.

- Arbedion o roi graddfeydd cyflog newydd ar waith ar gyfer y Gwasanaeth Arlwyo – fe’i diwygiwyd i gadw graddau cyflog, ond lleihau oriau gweithredu clybiau brecwast ysgolion i 30 munud, gyda chontractau 45 munud ac oriau cegin yn seiliedig ar nifer y prydau a ddarperir. Bydd diogelu cyflog yn berthnasol yn 2019/20 gydag arbedion o £50m y flwyddyn ganlynol.
- Caiff y cynnig i drosglwyddo rheolaeth Canolfan Gymunedol Croeserw i’r gymuned ei ohirio er mwyn caniatáu i drafodaethau barhau â’r gymuned.
- Caiff mwy o waith ei wneud i ganfod cyfleoedd creu incwm ac arbedion yn y dyfodol ar gyfer y gwasanaeth cyfieithu Cymraeg.
- Bydd y cynnydd mewn prisiau ar gyfer cynnal tiroedd ysgol yn cael ei gyfyngu i chwyddiant.
- Mae’r dybiaeth wreiddiol y byddai Treth y cyngor yn cynyddu 5% wedi’i leihau, a chynigir bellach y bydd Treth y Cyngor ar Fand D yn cynyddu 4% yn unig – rhagwelir mai dyma’r trydydd cynnydd canrannol isaf o bob un o’r 22 awdurdod lleol yng Nghymru.
Cyflwynir y cynigion diwygiedig i Gabinet y cyngor ar 13 Chwefror i’w hystyried.
Mewn adroddiad ar wahân, bydd Amgueddfa Glofa Cefn Coed yn derbyn buddsoddiad gwerth £250,000 i gefnogi ei datblygiad ehangach fel rhan o’r Rhaglen Gyfalaf. Mae hyn yn hanfodol i roi ail flwyddyn y strategaeth y cytunwyd arni ym mis Chwefror 2018 ar waith, a bydd y cyngor yn ymgynghori ac yn gweithio gyda Chyfeillion yr Amgueddfa i nodi cyfleoedd creu incwm a chyfraniadau gwirfoddol i leihau cymhorthdal y cyngor £5,000.
