Magistrates fined a local resident £17,170 for a planning consent breach on land at The Ridgeway, Manorbier Newton

A recent planning enforcement case brought to court by Pembrokeshire Coast National Park Authority has seen a local man fined for deliberately developing land and moving caravans onto the site without planning permission in a field near The Ridgeway, Manorbier Newton.

A significant fine of £17,170 was imposed against Richard Scarfe of Pembroke Dock in Haverfordwest magistrate’s court recently, for ignoring two enforcement notices and a temporary stop notice over a period of four years.

National Park Authority Head of Development Management Nicola Gandy said: “Willful and intentional unauthorised development at this sensitive site, including bringing in static caravans, continued steadily for four years, despite clear enforcement notice from the Authority.

“The fine reflects the gravity of the breach, and we were very pleased with the outcome which recognised the serious nature of this offence.”

The Chairman of the bench said: “One of the privileges of living in the Pembrokeshire Coast National Park is that the environment is preserved for the whole population, both now and in the future.

The offence is aggravated by the fact that, despite persistent warnings, you were advised not to proceed, and yet you continued to do so.”

Magistrates fined Scarfe a total of £15,000 and ordered him to pay £2,000 costs plus a £170 surcharge.

Mae dyn lleol wedi cael ei ddirwyo am fynd ati’n fwriadol i ddatblygu tir a symud carafanau ar y safle heb ganiatâd cynllunio mewn cae ger The Ridgeway, Maenorbŷr Newydd mewn achos gorfodi cynllunio diweddar a gyflwynwyd gerbron y llys gan Awdurdod Parc Cenedlaethol Arfordir Penfro.

Cyflwynwyd dirwy sylweddol o £17,170 i Richard Scarfe o Ddoc Penfro yn llys ynadon Aberdaugleddau yn ddiweddar, am anwybyddu dau hysbysiad gorfodi a hysbysiad atal dros dro, dros gyfnod o bedair blynedd.

Dywedodd Pennaeth Rheoli Datblygiad Awdurdod y Parc Cenedlaethol, Nicola Gandy: “Fe aeth y gŵr lleol ati’n fwriadol ac o’i wirfodd i ddatblygu’r safle sensitif hwn yn raddol am bedair blynedd, a hynny heb awdurdod, gan ddod â charafanau statig i’r safle er gwaethaf hysbysiad gorfodi clir gan yr Awdurdod.

“Mae’r ddirwy’n adlewyrchu difrifoldeb y tor-amod, ac rydyn ni’n falch iawn o’r canlyniad sy’n cydnabod natur ddifrifol y drosedd hon”.

Dywedodd y Cadeirydd ar y fainc: “Un o’r breintiau sy’n gysylltiedig â byw ym Mharc Cenedlaethol Arfordir Penfro yw bod yr amgylchedd yn cael ei gadw ar gyfer y boblogaeth gyfan, yn awr ac yn y dyfodol.

Mae’r drosedd yn waeth byth gan eich bod wedi parhau i ddatblygu’r safle er gwaethaf rhybuddion cyson yn eich cynghori i beidio â gwneud hynny”.

Penderfynodd yr ynadon gyflwyno dirwy o £15,000 i Scarfe a chafodd ei orchymyn i dalu £2,000 o gostau ynghyd â £170 o ordal.
