Moving towards the ‘Neath Port Talbot We Want’ Public Services Board Annual Report Published

A New Children’s Community Lead to engage with families; the development of Dementia Friendly arrangements within key organisations; and promoting the importance of digital inclusion to build interest and confidence. These are just some of the areas of progress set out in the NPT Public Services Board’s annual report for 2019-20.

In 2018, the Board set out its vision and well-being priorities for the county borough through the plan ‘The Neath Port Talbot We Want’.

Chair of Neath Port Talbot Public Services Board and Council Leader, Cllr Rob Jones, said:

The annual report gives an overview of the progress over the last 12 months and shows how member organisations across the public, voluntary and community sectors are working together to improve wellbeing in the county borough.

The priorities were set in 2018 following a wellbeing assessment, which highlighted a number of challenges, particularly in relation to the wellbeing of children and young people. I am pleased to see demonstrable progress in this area, including a programme of co-ordinated activities for families and the establishment of “Rolling Support Hubs” for each school in the Sandfields West area.

In addition, thirteen projects and organisations in the Briton Ferry and Melin area received funding from an Innovate and Create grant pot of £300,000 as part of the Creating Safe, Confident and Resilient Communities programme. These included initiatives to transform an empty school building into a Community Hub with activities for all ages, develop a social enterprise activity to support vulnerable and elderly residents, and to establish new, volunteer led, diversionary activities for local children and young people.

Another key area of work was the Connecting Green Infrastructure (GI) Project, which took forward a new and collaborative approach to designing and delivering GI across Neath Port Talbot, Swansea and Carmarthenshire, for the benefit of local communities and their natural environment. Local activities included practical site management of local nature reserves, woodland parks, community sites, and parks; planting of 5,620 saplings and 160 large trees in urban areas and school grounds; and delivery of health and well-being activities, with participants reporting a demonstrable increase in physical and mental well-being.

As well as documenting the areas of progress in the second year of the Well-being Plan and the positive development in relationships between partner agencies, the report outlines plans for the coming year.

Following the unprecedented events of the last few months and the impact on community due to the Covid-19 outbreak, the Public Services Board is committed to leading on the multi-agency recovery programme for Neath Port Talbot. An important aspect of this will be to build on the strength and resilience that communities have shown throughout the pandemic, to support communities from response into recovery.

Another key area will be to move forward with the response to substance misuse by undertaking a considered piece of work, adopting a public health approach, to ensure the board has a clear and comprehensive understanding of the risk threat and harm picture for communities in NPT and Swansea.

Arweinydd Cymunedol i Blant newydd i ymgysylltu â theuluoedd; datblygu trefniadau Ystyriol o Ddementia o fewn sefydliadau allweddol; a hyrwyddo pwysigrwydd cynhwysiad digidol i ennyn diddordeb a magu hyder. Dyma rai o’r meysydd cynnydd a nodwyd yn adroddiad blynyddol Bwrdd Gwasanaethau Cyhoeddus CNPT ar gyfer 2019-20.

Yn 2018, amlinellodd y Bwrdd ei weledigaeth a’i flaenoriaethau lles ar gyfer y fwrdeistref sirol drwy’r cynllun, ‘Y Castell-nedd Port Talbot a Garem’.

Meddai’r Cynghorydd Rob Jones, Cadeirydd Bwrdd Gwasanaethau Cyhoeddus Castell-nedd Port Talbot ac Arweinydd y Cyngor:

“Mae’r adroddiad blynyddol yn rhoi trosolwg o’r cynnydd a wnaed dros y 12 mis diwethaf ac yn dangos sut mae sefydliadau aelod ar draws y sectorau cyhoeddus, gwirfoddol a chymunedol yn gweithio gyda’i gilydd i wella lles yn y fwrdeistref sirol.

“Nodwyd y blaenoriaethau yn 2018 yn dilyn asesiad lles a oedd yn amlygu nifer o heriau, yn enwedig mewn perthynas â lles plant a phobl ifanc. Rwy’n falch o ddangos y cynnydd amlwg a wnaed yn y maes hwn, gan gynnwys rhaglen o weithgareddau wedi’u cydlynu ar gyfer teuluoedd a sefydlu “Canolfannau Cefnogaeth Barhaus” ar gyfer pob ysgol yn ardal Gorllewin Sandfields.”

Hefyd, derbyniodd 13 o brosiectau a sefydliadau yn ardal Llansawel a Melin £300,000 o arian grant “Cyflwyno a Chreu”, fel rhan o’r rhaglen Creu Cymunedau Diogel, Hyderus a Chadarn. Roedd y rhain yn cynnwys mentrau i drawsnewid adeilad ysgol gwag yn Hwb Cymunedol sy’n cynnig gweithgareddau i bob oed, datblygu gweithgaredd menter gymdeithasol i gefnogi preswylwyr diamddiffyn a hŷn, a sefydlu gweithgareddau gwrthdyniadol newydd i blant a phobl ifanc lleol, dan arweiniad gwirfoddolwyr.

Maes gwaith allweddol arall oedd y Prosiect Cysylltu Isadeiledd Gwyrdd (IG), a gymerodd ymagwedd newydd a chydweithredol at ddylunio a chyflwyno IG dros Gastell-nedd Port Talbot, Abertawe a Sir Gâr, er budd cymunedau lleol a’u hamgylchedd naturiol. Roedd gweithgareddau lleol yn cynnwys rheoli safleoedd gwarchodfeydd natur lleol, parciau coetirol, safleoedd cymunedol a pharciau yn ymarferol; plannu 5,620 o goed ifanc a 160 o goed mawr mewn ardaloedd trefol ac ar diroedd ysgol; a chyflwyno gweithgareddau iechyd a lles, gyda chyfranogwyr yn adrodd am gynnydd amlwg yn eu lles corfforol a meddyliol.

Yn ogystal â dogfennu’r meysydd cynnydd yn ystod ail flwyddyn y Cynllun Lles, a’r perthnasoedd cadarnhaol a ddatblygwyd rhwng asiantaethau partner, mae’r adroddiad yn amlinellu cynlluniau ar gyfer y flwyddyn sydd ar ddod.

Yn dilyn digwyddiadau digynsail yr ychydig fisoedd diwethaf a’r effaith ar y gymuned oherwydd cychwyniad COVID-19, mae’r Bwrdd Gwasanaethau Cyhoeddus yn ymroddedig i arwain ar y rhaglen adferiad amlasiantaeth ar gyfer Castell-nedd Port Talbot. Agwedd bwysig ar y rhaglen hon fydd adeiladu ar y cryfder a’r cadernid y mae cymunedau wedi’u dangos drwy gydol y pandemig, a’u cefnogi yn ein hymateb i’r pandemig ac yn y cyfnod adfer.

Maes allweddol arall yw symud ymlaen gyda’n hymateb i gamddefnyddio sylweddau drwy wneud darn o waith sydd wedi’i ystyried, mabwysiadu ymagwedd iechyd cyhoeddus, a sicrhau bod gan y bwrdd ddealltwriaeth glir a chynhwysfawr o’r darlun risg, bygythiad a niwed i gymunedau CNPT ac Abertawe.
