The Welsh Government has opened the Restrictions Business Fund to support businesses and sole traders that have been directly impacted by the extended restrictions announced by the First Minister on 29th January 2021 needed to control the spread of Covid-19. This is to provide financial support from 25th January until the end of March 2021.
The discretionary grant aims to support businesses that were forced to close or have experienced a drop in turnover of more than 40% as a direct result of the restrictions and that have not received funding from other grants.
You cannot apply for the discretionary grant if:
- you are eligible for, or have received, the Restrictions Business Fund NDR Grant
- the business generates less than 50% of your income. The business must be your main source of income.
- you are eligible for a ‘top-up’ payment via the extended Freelancer Fund.
- you have been awarded a Welsh Government Children and Communities grant to cover operating losses between September 2020 and March 2021.
- the total amount of Covid-19 support grants you have received (including any further award through this discretionary fund) exceeds 80% our turnover for a typical year of trading.
You can apply if you:
- received financial support from the discretionary grant for the December 2020 / January 2021 period, i.e. businesses can apply for this round, even if they received funding in the previous round.
You will need the following information to complete your application:
- HMRC Unique Tax Reference Number and/or VAT number and/or Company registration number
- Hackney Carriage Number (if applicable)
- Recent bank statement clearly showing the bank details along with trading activity
- Details of any grant funding you have received in the last 3 years, including recent covid support grants

The Discretionary Grant will close for applications at 5pm on Wednesday 31st March 2021 or when the fund is fully committed.
The existing grant is to cover the covid restrictions for February and March 2021, so if you have already received the grant during these months, you are not eligible to apply again. We are awaiting updates from the Welsh Government as to whether there will be any further discretionary grants over coming weeks.
