Operational notice: Report on building a stronger Union to be published

On Thursday 20 January 2022, the House of Lords Constitution Committee will be publishing its report on building a stronger Union for the 21st century.  

The report considers the governance of the UK in the round, including the state of the Union, intergovernmental and interparliamentary relations, the Sewel convention, the governance of England and funding arrangements.  

It calls for a better functioning Union for all the UK’s nations and regions. This includes better cooperation and partnership between the UK Government and devolved administrations, and with combined and county authorities in England. The report also makes several recommendations to strengthen intergovernmental relations and the operation of the Sewel convention, as well as supporting effective devolution within England, including greater fiscal autonomy. 

Copies of the report will be available to the media under embargo in advance. The report is strictly embargoed until 00:01 on Thursday 20 January 2022.
