Ground-breaking event marks work commencing on former Llanwern steelworks
Leading partnerships developer Lovell and its partner Pobl have officially marked construction work commencing on a brand-new £105 million development, on a phase of development at the former Llanwern steelworks in Newport.

Located off Queensway, the mixed-tenure development, called Locke Gardens, will provide 500 new homes in total. 285 properties will be available through open market sale through Lovell, and 80 affordable homes and 135 shared ownership properties will be managed by Pobl.
Locke Gardens is part of Glan Llyn – a residential-led development being delivered by St Modwen, which is master-developing the site. The £1 billion regeneration project is transforming the 600-acre brownfield site and creating a major new vibrant community for South Wales, with a total of 4,000 new homes being delivered alongside community infrastructure and green, open space.
Construction work on Locke Gardens is expected to complete in spring 2028. The first open market homes are now available for off-plan sale, and the development’s showhomes are due to open in autumn 2022.
Over the course of the Lovell project, 1,000 new jobs are set to be created, including apprenticeships and work placements for local people, giving them an entry into the construction industry.
