The council is taking steps to get more ‘boots on the ground’ to deliver key frontline services, as well strengthening the senior leadership of the organisation, to steer the council through what will be very choppy waters.
Leader of Council, Cllr Sean Morgan said, “Our communities are facing huge and complex pressures at this time. Public services across the UK are not immune to this either, facing huge pressures due to a the ‘perfect storm’ of ongoing economic and political factors.”
“The Chancellor’s recent financial statement has signalled a significant real terms funding cut to public services. This coupled with inflation, the cost of living crisis, rising energy costs, the impact of the war in Ukraine and the economic result of Brexit are all having a detrimental impact on the way we deliver our services.”
“We need to strengthen Team Caerphilly at all levels to ensure we have strong and purposeful leadership throughout the organisation in order to meet the challenges facing us. Our communities need our support and we need to do things differently in order to remain fit for purpose, this will mean changing the way services are delivered, but still ensuring those services are available where they are most needed”
A report will be considered at a meeting of Full Council next week (Thursday 24th November) when councillors will be asked to approve the appointment of two key senior roles. This follows a recent decision to create a dedicated recruitment team to ensure that CCBC recruits and retains the best people at all levels across the organisation.
The report proposes the recruitment of a new Corporate Director who will also hold the position of Deputy Chief Executive and a Deputy Head of Finance/Section 151 officer. Both these posts will ensure that the council’s statutory officers have support in place to meet legal responsibilities as well as offering much needed capacity and resilience at a senior level.
The new Corporate Director/Deputy CEO post will lead on a number of cross-cutting issues, including the council’s response to the Cost of Living crisis, the humanitarian crisis, our decarbonisation agenda and oversee the transitional arrangements to allow the council to deliver services in a more streamlined manner, ensuring the council continues to serve the needs of our communities efficiently and effectively.
The council is not seeking additional finances to create the new roles, instead the report outlines how existing senior vacant roles will be re-purposed to provide funding for the posts.
“The needs of our communities are complex and far reaching and they need us more now than ever, so Team Caerphilly must remain resilient if we are to continue to support the community through this difficult period and beyond. I’m confident these measures will ensure we have the capacity in place to do this,” added Cllr Morgan.
